Starting Nursery or School

Are you looking for a place for your child in Early Years? Places available at Old Buckenham Primary School for Nursery starting in November and you are welcome to attend an open afternoon to see the Nursery in action on Thursday 13 October from 1.30pm to 2.30pm.

Using Old Buckenham village hall

Looking for a venue?  

Why not use Old Buckenham Village Hall

 Many people hire the village hall to run different classes, groups and events.

·         Scouts, Cubs, Beavers, Brownies and Explorer Scouts meet at the hall regularly.

·         WI hold their monthly meeting and other events.

·         Luncheon club use the hall every month.

·         Old Buckenham Players meets every week and put three productions on a year from the hall.

·         A number of people run their exercise classes in the hall including; Clubbercise, Yoga and Zumba.

·          The Parish Council have their monthly meeting here.

·         Other groups book it for such things as their AGM.

·         Organisations book it to run course in e.g First Aid.

·         Bookings from family, friends or like minded people wanting a space to get together e.g. wargaming, crafting, dancing or music classes/rehearsals.

·         The hall is regularly booked for children’s parties, family celebrations and other events run by village groups.

From September there is availability in the main hall at the following times for regular bookings: Monday 11 -5, Tuesday  11-6, Wednesday 2 – 6.30 & 8 -10pm, Thursday  12 – 4,  Friday 9- 6

The Memorial Hall, small carpeted hall, is generally available at these times:Monday 9 – 5 Tuesday  9- 7  and every  other  Tuesday from 7pm ,Wednesday 9 – 7, Thursday  9 – 7 Friday  9 – 10

It is still open to occasional bookings at other times too.If you are interested in taking on a slot, or know someone who is, just contact the bookings clerk to discuss further.  Or if you want to look at the venue with a view to booking for private events.

Old Buckenham Parish Council

 September Parish Council minutes

The following notes have been written by the blog editor from the draft minutes and may therefore contain information that is amended at a later date.

Old Buckenham Parish Council met on Thursday 15 September at Old Buckenham Methodist Church. Those present were councillors Naomi Bailey (Chair), Andy Nicholls, Jonn Hicks and Doug Irons. Apologies had been received from Terry Cook. Also attending were Rachel Noyes (Clerk) and five members of the public.

Changes to the Parish Council. Steve Milner has resigned after 10 years on the Parish Council, Adrian Joel has resigned after 24 years and Mike Farrington has resigned after three years. The Parish Council would like to thank each of them for their work and contribution to the Parish Council to help manage and improve our Parish. New members are needed for the Parish Council. At present there are five councillors out of a possible eleven places and need a minimum of four councillors to meet the quorum. The Clerk has written article for newsletter. Andy Nicholls suggested targeting individuals, rather than an open approach to everyone.

The minutes of the meeting held on Monday 22 August were approved (3 in favour, 1 abstain). Jonn Hicks has completed the Declaration of Personal Interests.

Financial matters. The Community account balance £28,693.51. Income this month was £435 from film company.

Payments for approval were approved (4 in favour) and totalled £1,111.60. These included:

Gemini Accounting (fees): £200

Spire Solicitors (searches for Prince Harry’s Wood): £300

A Baker (Handyman): £120

PWL Services (playground work): £75

E Jolley (Community car): £57.15

D Hannah: £49.95 (Community car).

Proposal to accept was approved (4 in favour). A query was raised about two payments for S Barker. No invoices had been received by the Registered Finance Officer (RFO) and the Clerk to contact S Barker to resolve by next meeting. A further query was raised regarding what work the handyman has completed this month, as there cannot have been much grass to cut back. The Clerk to liaise with John Fernihough from the Green Working Party who manages his work.

Councillors’ reports. Edges of Rod Alley Pond will be cut back as causing visual difficulties for drivers pulling out of Hargham Road. Difficulty of site access requires hire of additional machinery. Cost is £250 + VAT.

Meeting with High School to discuss staff parking on Abbey Road arranged for Wednesday 21 September. Chair, Clerk and Terry Cook to attend.

Attleborough’s Health Care Report launch on Monday 26 at 7pm in Attleborough Town Hall. This is to release the Health Care report coordinated by AttCare, which the Parish Council donated £500 towards. Damaged ‘Give Way’ sign on Hargham Road/Crown Road junction reported. Broken finger post by Church Rooms reported. Both are listed to be repaired/replaced by Highways but could take six weeks. Broken manhole cover reported on Green, opposite Gamekeeper. Was replaced by Highways within two days.

New Priest in Charge starting soon. Service of Licencing on Tuesday 25 October at 7.30pm in Banham Church. Terry Cook has offered to attend.

Conflict in schedule for Village Hall for October 2023 Parish Council which means meeting will have to change date or venue. The Clerk to arrange alternative in time.

Contacted village Handyman to request a quote for allotment work (clearing overgrown vegetation and repairing taps). No reply yet, but will chase up. Additional workmen suggested to contact for quotes.

Received a reply from second email to Breckland to request information regarding notice to neighbours of planning applications, particularly regarding applications 3PL/2022/0434/EU and 3PL/2022/0433/F after the Parish Council received complaints from some neighbours. Reply explained which properties were notified, which were the 4 that have a border with the property. It was also explained that they are only legally required to notify neighbours or place a site notice but in this instance they did both. Clarification is needed as to which properties exactly claimed they were not notified. The Clerk to follow up.

New planning applications. Old Buckenham Airfield, Abbey Road. Erection of Six No Solar Electric Aircraft and EV Chargers, continued permanent stationing of office units (3PL/2022/0937/F). Proposal to support was approved (4 in favour).

Castle House, Castle Hill Road. The conversion of the existing single-storey detached out-buildings to provide two-bedroom annexe accommodation ancillary to Castle House (3PL/2022/0998/F). Due to location, application affects New Buckenham but property lies within the land of the castle, which is within the Parish of Old Buckenham. Historic buildings consultants have no objections or problems. Proposal to support was approved (4 in favour).

St Marys Chapel, Castle Hill Road. Conversion of the existing detached out-buildings to provide additional bedroom accommodation and new flat roof kitchen link between the out-building and Victorian chapel extension, with minor internal alterations to the Victorian chapel extension (3PL/2022/0996/HOU and 3PL/2022/0997/LB). As with previous application a proposal to support was approved (4 in favour).

Land at 608360 291240 Cuffer Lane. Change of use of land from agriculture land to mixed use of agriculture and leisure and domestic use (retrospective). Erection of fencing, entrance gate, chicken feed store, chicken coop and earth bund and alterations to existing pond (retrospective) (3PL/2021/1690/F). Have objected to this application strongly previously. New Buckenham Parish Council have informed Old Buckenham Parish Council that a lot of this work has been carried out already. Councillors highlighted the need for consistency. Proposal to comment in support of New Buckenham Parish Council and reiterate our objections to the application was approved (4 in favour).

Cuffer Lane. Erection of a New Agricultural Building Letter and response to public comments (3PL/2021/1528/F). Same comments apply as previous application. Proposal to comment in support of New Buckenham Parish Council and reiterate our objections to the application was approved (4 in favour).

Planning decisions by Breckland Council. The following application has been considered and the application has been approved:

Thatch Cottage, Cake Street. Single storey side extension (3PL/2022/0841/HOU).

The following application has been considered and the application has been refused: Land adjacent Snetterton Farm, Banham Road. Self build three bedroomed dwelling, detached timber garage and ground mounted solar panel array (3PL/2022/0750/F).

Jubilee tree planting. Resident Brian Simms first suggested planting seven trees as part of Platinum Jubilee celebrations, one for each decade of her reign. He attended the meeting to explain some of the information he had found through discussions with a local arborist. There are several types of trees that are traditional English trees that could be suitable: silver birch, aspen, bird cherry tree, crab apple, dogwood, white oak (royal oak) and whitebeam. The Queen’s favourite tree was a tulip tree. Location and arrangement also needs to be considered. Arborist has also kindly offered to plant them free of charge. A good local supplier of trees has been suggested but would need to ensure availability of species chosen. Once trees and location are decided, a plaque would need to be commissioned too. Other British trees (with Welsh, Northern Irish and Scottish origins) could also be considered. Care would be required after initial planting and future maintenance costs would also need to be considered. The Clerk to liaise with Green Working Party to discuss suitable trees and locations and investigate costings. A resident kindly offered to sponsor one of the trees. Proposal a budget of £1500 for tree purchase was approved (4 in favour).

Pub Rental Agreements. As Steve Milner has resigned from the Parish Council, Naomi Bailey has stepped in as Chair to help with the work. Thanks to Terry Cook, Doug Irons and Steve Milner for their work so far on the matter. Doug Irons had emailed out all of the proposals and proformas to councillors. Meeting took place to finalise applications received from the Ox and Plough. There is one application for the year-round use of the Green to put benches out in a designated area. A second application is for the use of an extended area of the Green for Two Wheel Tuesday between Tuesday 5 April 2022 and 25 October 2022. There is also to be an additional payment for individual events that are hosted on the Green by the Ox and Plough throughout the year. The Landlord of the Ox and Plough wished to highlight that the total cost of the benches and Two Wheel Tuesday was a lot greater that he understood after the initial meeting. With the current rise in energy and the general cost of living, he felt that it was an excessive increase and unfair to the business. The benches are also there for the benefit of the village, whether they purchase a drink from the pub or not. In order to progress the agreement, he was happy to sign it at stated costs but wished to make views known to the Parish Council.

Doug Irons explained that there has never been a formal agreement between the Ox and Plough and the Parish Council for the rental of the Green. Ultimately, the Parish Council are responsible for it and so, for insurance purposes, a clear and detailed agreement was required. The price had been the same for a long time and it was felt that they didn’t fairly reflect the area and amount of use. Any income from the rental of the Green would be used specifically for the maintenance of the Green. In future, there is the possibility of adjusting the Two Wheel Tuesday cost, based on the number of events held that year due to the weather. Alternatively, Andy Nicholls suggested the option of fixing it for three years. Doug Irons explained that the document would be reviewed every year and so that can be decided in the future but the initial agreement for this year needed approving first.

Proposal to agree the two Village Green Applications for Lettings from the Ox and Plough with fees as stated in document was agreed (4 in favour). The Parish Council Chair and the Ox and Plough Landlord signed the agreement. The Parish Council Green Committee are currently arranging a meeting with the manager of the Gamekeeper to complete their Application for Letting.

Puddledock VAS sign. Highways have previously suggested the Parish Council could purchase a Vehicle Activated Sign (VAS) for Puddledock corner. The full cost for this is £7000 but 50% could be paid for by Norfolk County Council through the Parish Partnership Scheme (PPS). The District Councillor has also offered to donate some funds from his Personal Councillor Budget, should the PC wish to purchase it. This would result in a cost to the Parish Council of up to £3500. Councillors felt that local residents knew how to drive that corner safely. The Parish Council was there to represent the Parish and its residents, and Councillors felt that it was a lot of money that wouldn’t really benefit the Parish residents. A proposal to not purchase the VAS sign was agreed (4 in favour).

New burial site for Old Buckenham. Has been discussed at previous Parish Council meetings and Annual Parish Meeting in July. The Church Graveyard is running out of space and could be closed to burials in approximately. 18 months. The Parish Council is a Burial Authority and so can create a new burial site, if they wish. The Parish Council felt that more information was required on the finances of setting up and managing a burial site before a decision could be made. It was highlighted that money is made annually by the rental of land through the Highways Surveyors Land Charity which could be put towards it. The Clerk to write to Breckland to enquire about any land they have that they would be willing to donate/sell to the Parish Council. Jonn Hicks to report back in December meeting about research over areas of land that could be possibly donated/purchased by the Parish Council.

Parish Council roles and responsibilities. Proposal to accept John Hicks as Vice Chair was approved (3 in favour, 1 abstain).

Village website. The Chair explained that the current Parish Council website is a little basic and needs a lot of changes. Proposal to have a new Parish Council website was approved (4 in favour). The Clerk to investigate quotes for building a new website and also liaise with the High School to see if there are any students who would be willing to help build/run the website.

Items for next agenda. These would include Jubilee trees (final plan of trees and locations), new website and the allotments.

The next Parish Council meeting will be held on Thursday 6 October at 7.30pm in Old Buckenham Village Hall.

Entering the Old Buckenham Produce Show

 A few random tips for new participants

  • Always read the schedule carefully. If it asks for five potatoes, make sure you only put five. Leave six on the plate you won't get any extra marks, you'll just get a NAS (not according to schedule).
  • Make sure you have left the calyx on all your tomatoes. That's the green bit where it joins on to the plant. And leave the stalks on your runner beans to prove you didn't buy then from the supermarket.
  • Make sure your jam jars and lids do not carry any firm's name or advertising.
  • Don't enter your pot plants without cleaning up the top of the soil in the pot. Weeds and even fag ends are not appreciated by the judges.
  • Stating the particular variety of a vegetable is a help to both judges and visitors.
  • Read the 'Rules for exhibitors' in the schedule through once more before entering your exhibits.

The church will be open for quiet reflection and there is a condolence book to sign should you wish to do so.

One of the easy classes in the Produce Show to enter for anyone who keeps a few chickens (or bantams or ducks) is the class for eggs. Just put six clean eggs in a box and bring them along to the Village Hall this Sunday before 11am. Our judge will do the rest and only break one of them.

Among the 34 classes for Vegetables and Fruit in the Produce Show on Saturday 11 September there are three fun classes where you might stand a chance of winning. They are longest runner bean, heaviest marrow or courgette and largest tomato. No idea on how long or heavy such things will be this year.

Did you try doing a new craft skill during the lockdown? If you have made some items during the last year then you may be able to enter them in the Handicrafts section of the Village Produce Show next Sunday. Perhaps you have done knitting, crochet, cross stitch, patchwork, made jewellery or Christmas decorations, produced greetings cards or some other handmade creation that you are proud of.

Check the schedule and bring the items along to the Village Hall between 9.30am and 11am on Sunday 11 September.

All that is needed is an 6in by 8in maximum print of each, no mount or frame. Bring them along to the Village Hall between 9.30am and 11am on the morning of Sunday 11 September.

Old Buckenham flowers to see

Bank holiday attraction

You can pop into Old Buckenham Methodist Church on Sunday or Monday and see the flower arrangements that have been created to portray various children's books. The small church is full of loads of colourful flowers as well as other activities to entertain you and your children.

Here are some photos taken earlier today to whet your appetite. And there are plenty of homemade cakes to satisfy your other appetite as well.

The Church is open from midday to 4pm on Sunday and 10am to 4pm on Monday. Entry is free.

Old Buckenham August meeting

These notes have been written by the blog editor from the draft minutes of the delayed August meeting. As the minutes  arrived after the newsletter copy date, not all the information is in the printed newsletter. Being written from the draft minutes they may also contain information that is amended at a later date.

Old Buckenham Parish Council met on Monday 22 August at Old Buckenham Village Hall. Those present were Councillors Steve Milner (Chair), Adrian Joel, Terry Cook, Andy Nicholls, Naoni Bailey and Jonnathan Hicks (once co opted on to the Parish Council). Also present were Rachel Noyes (Clerk) and six members of the public. Apologies for non-attendance had been received from Doug Irons and Mike Farrington. Jonnathan Hicks has volunteered to return to the Parish Council. A proposal to accept Jonnathan Hicks on to the Parish Council was approved (5 in favour)

The minutes of the meeting held on Thursday 7 July 2022 were approved (3 in favour, 3 abstain)

Financial matters. The Community account balance now stands at £30,648.52. Payments for approval were £1,586.63 which included £600 for mowing the Green and nearly £200 for the community car drivers. Proposal to accept was approved (6 in favour). Pension re-declaration completed. VAT claim resubmitted due to change of form.

Councillors' reports. The chairman reported on the filming has taken place around the village in the early half of August. Charged £435 for use of the Green which was based around rent for Two Wheel Tuesday and scaled up. Adrian Joel suggested that it might be worth asking the production company for a copy of the completed series that we could screen in the Village Hall. Application for Use of the Green and Risk Assessment was completed by film crew. Terry Cook highlighted the need to have a separate heading within the bank account for ‘Green Income’. The Clerk will liaise with Registered Finance Officer.

The Clerk said that following feedback from the Annual Parish Meeting, she had made contact with Breckland regarding the lack of notification to immediate neighbours about planning applications. They were asked to confirm if the number of neighbours notified was in line with their guidance. No reply yet. Will contact again and copy in the District Councillor Steve Askew. The Playground ‘spring chicken’ has been removed as it was too close to the fence. Can now start saving for a replacement piece of equipment. The “No glassware” sign has delivered for playground and will arrange installation. A Tree Preservation Order confirmed at Evergreen, Cake Street and also served for trees in  Fen Street (between 28 and 32). Highways have suggested three options for Sunnyside Track – awaiting costings of all three options before discussing further.

The Weather Radar appeal has been supported and so permission granted. MP George Freeman has made contact and passed on copy of Met Office letter he received. He has emphasised the need for positive and proactive engagement with the community. It will be approximately six months until construction work commences and take a further six months to complete. They have highlighted that there are plans to minimise construction traffic in the vicinity and will liaise with the Parish Council to avoid traffic going through the village. It will also be manufactured off site before then being transported and constructed on site.

The Jubilee Street Party was cancelled due to bad weather. Many feel there is no appetite for it in the village as the moment has passed. Could send out a questionnaire in newsletter but this would take time and money. Proposal not to have street party was approved (5 in favour).

Received information from Barclays Bank on our account which required Adrian Joel and Andy Nicholls to phone up and confirm their identity. Both have tried several times but have been unsuccessful. The RFO and the Clerk to look at other banking options. Missing finger posts reported on Footpath 12 (Mill Road and Grove Road. There is one missing from outside the Church Rooms too. The Clerk to report this. New Buckenham Neighbourhood Plan has been adopted and will now form part of the Breckland Local Plan

Terry Cook gave feedback from Village Hall. Would encourage residents to use recycling bins as much as possible as provides a great source of income for the Village Hall. The main boiler has been replaced and insulation has been improved. Improvements have been made in car park, such as signage. Village Hall has put off raising fees until January. The increase in bills is not due yet and they want to assess the impact of the solar panels and new boiler on the bills first. Treasurer is retiring so setting up new management system and looking at grants to improve the hall further. Bookings at the Village Hall are back to normal after COVID.

Nnaomi Bailey said that Hargham Road closure has resulted in more traffic using Fen Street. Residents’ hedges between Barkers Lane and Fen Road are quite overgrown and ditches under hedges are being hidden so difficult to see if you don’t know the road. Adrian Joel stated that at the APM there were discussions about when the Green was being cut and it was a different schedule this year due to Jubilee plans. Was initially cut three times a year but has only been twice a year since then. Rod Alley Pond is a bit overgrown and causing difficulties for drivers pulling out of Hargham Road. It was highlighted that the Parish Council own a strimmer and extension pole which could reach and happy for handyman to use it.

Public participation. A resident asked if it was worth clearing the ponds of silt/overgrowth while the water levels are so low. This could reduce problems in the future. The Clerk to pass comment on to Green Working Party.

New planning applications. Thatch Cottage, Cake Street. Single storey side extension (3PL/2022/0841/HOU). No comments on the portal. Very little information on there. Simple extension of a wet room and bedroom. Member of the public highlighted that the site plan is not correct – a neighbouring property has been included within the boundary. No planning officer has been appointed. Proposal to not vote due to lack of information available was approved (6 in favour).

 Old Buckenham Country Park, Doe Lane. 8 new holiday lodges (3PL/2022/0783/F). Removing 27 caravan sites and replacing with 8 cabins. This will significantly reduce the number of vehicles on the road and so not expecting any objections from Highways. Only two comments on portal so far, which both support it. Previous application submitted for 4 cabins was approved by the Parish Council. Evergreen trees should block the view for some neighbours. Proposal to support approved (5 in favour, 1 abstain). A resident whose property backs on to the Country Park had not been notified about the application by Breckland District Council. This is not the first instance of some immediate neighbours not being notified about planning applications that could affect them. Clerk not sent notification email either, so was missed off agenda. The Clerk to raise the issue with Breckland District Council again and copy in District Councillor Steve Askew.

Planning Decisions by Breckland Council. The following applications have been considered and have been approved. 60 Fen Street. Proposed two storey rear extension to form study and bedroom & proposed carport to side (3PL/2022/0427/HOU).

The Kenyons, The Green. Detached Cart Shed Garage with Mansard Roof (3PL/2022/0689/HOU).

Coal Storage Yard Road from Stacksford Lane to Hargham Road. Outline permission for 3 no. dwellings (3PL/2021/1564/O).

The following applications have been considered and have been refused.

Hammonds Farm, Stacksford. Conversion & extension of an existing barns to form Annexe

September Parish Council meeting. The Clerk is away for the next meeting which was due to take place on Thursday 1 September. As August Meeting has been delayed, would work better to postpone September meeting too. Propose to postpone September meeting by two weeks to Thursday 15 September. The Clerk to confirm location.

Allotments. Sseve Milner had a meeting with allotment holders regarding the poor state of the allotments. The main issues are a lot of theft and vandalism, empty allotments are covered in weeds which affects neighbouring plots, current state is very poor and would put off any potential new holders, taps are all damaged or in a very poor state and fly tipping. There are many vacant or unmaintained plots which make the situation worse. Those that are left are keen to carry on but it is increasingly difficult. To attract new people, it first needs to be improved and restored to a decent state.

Suggested possible improvements included all holders of current leases are asked if they plan to continue. Several are planning on giving up this year and should be asked to clear away their equipment/waste (sheds, fencing, etc) and leave allotments in the state they were received. Allotments nearest Crown Road could be taken out of service as there is a problem of flooding in this area. Water taps need maintenance. Main path to be mowed and hedges cut back. Also protected access with allotment holders given a key/code. Currently open and people use as a footpath but this increases risk of vandalism, etc. Could block off Cake Street end, leaving car park as only entrance. Need new allotment holders to help keep the area used and possibly a central shed for holders to use which is more substantial. Other suggestions and options to research were put forward including reducing the site by half and then possibly reduce sizes of plots. Could also look to see if there is a better/more secure plot of land in the village to use instead. However the existing allotments would still need clearing and returning to original state. Will need to look at quotes for clearing the overgrowth as allotment holders felt it was too much to take on by volunteers. It was highlighted that in its current state, it is not much of an asset to the village. If there is demand in other villages for allotments then why is it not in Old Buckenham?

Pub Rental Agreements. Agreement with Ox and Plough has been completed and signed by Landlord and Parish Council Chairman but has not been submitted to the Parish Council. Issues need to be raised around the fact that the agreement is not being kept to as several tables are outside the agreed boundary. As agreement has not been submitted to the Parish Council for discussion and possible ratification, an invoice has not been produced. Gamekeeper has not returned the completed application yet. Agreement to be collected from Ox and Plough and that from Gamekeeper to be chased up.

VAS Sign for Puddledock Corner. Ran out of time to discuss. Will be on next meeting’s Agenda.

Items for next agenda. To include allotments (how much are we willing to subsidise it/quote from handyman for clearing/start looking at Plan B), pub rental agreements, feedback on planning complaints, sign for Puddledock and possible new burial site.

Following the success of their production of the thrilling Agatha Christie classic 'And Then There Were None' in May, Old Buckenham Players are now in the throes of preparing for their September production.

There'll be laughs a plenty on offer with their choice of play: 'Give Us A Sign' by Tony Domaille. This modern and clever comedy, rehearsals of which are well under way, is poised for its first showing in Norfolk and promises to be a more than worthy premiere.

You'll meet Kev and his hard working and long-suffering wife, Rachel, in their modest but comfortable home. With Kev's background in Sales, his unemployed status of the last few months looks set to end as he makes a bold leap and starts his own business - Clairvoyant Kev's Clairvoyancy Services. How much harder than sales could it really be? Rather, as it turns out. Through visits from mysterious clients and more than a little incompetence, the play culminates in a big reveal that has dramatic consequences on Kev and Rachel's life. But is it the very final 'reveal'...?

To find out, you'll have to come and see it. Performances are held at Old Buckenham Village Hall, starting at 7.30pm on Thursday 29 Friday 30 September and Saturday 1 October.
