Old Buckenham new housing nearly there
Marchfield Way nearing completion
The new affordable housing alongside St Andrews Close is still officially a building site but is understood to be just a few weeks away from being finished. The sun has been shining so the blog editor has been out taking what photos he could without venturing on to the site itself.
Here are some images of what will be known as Marchfield Way when the first occupants move in, hopefully in November.

Flower Club meeting in Old Buckenham
Well-heeled demonstration
'Well Heeled' was the title of Adele Kent's demonstration at the October meeting of Breckland Flower and Garden Club. Using shoes from several different decades Adele illustrated her arrangements with heels both short and tall. In fact one pair came from a box marked 16 shillings and five pence. Using a wide variety of garden foliage, her designs were of varied shape - triangles, a cascade, a parallel and a very 'modern' just using red carnations and midollino sticks. A very enjoyable afternoon.
The competition results were New Hands - Alison Vivian, Old Hands and monthly cup - Pat Burton. The table show winner was Alison Walker.
Next month there will be a workshop on Thursday 13 November starting at 2pm at Old Buckenham Village Hall. Please bring a table cover and scissors, a platter on which to put your creation, 10 medium-sized ivy leaves, small amounts of variegated foliage, senecio, hebe, etc. Flowers will be provided although a small charge will be made to visitors.
The Club will be holding a fund-raising event at Bunwell Village Hall on Saturday 15 November from 2pm to 5pm. 'Afternoon tea' will be served and stalls will include homemade cakes, jams and preserves, scarves, jewellery and handbags, books (children’s and adult) flower arranging items. There will be games for children and flower arrangements made for sale.
All funds raised will be donated to Scottie's Little Soldiers - a charity dedicated to helping children of personnel killed while serving in the British armed forces. If you would like to donate any items for the stalls please bring them to the next club meeting on Thursday 13 November.
Visitors are always welcome to the meetings and events. Further details from Christine on 01953 454528 or Sally on 01953 788712.

Old Buckenham uses its brains
Village team does well in county quiz
Six people from Old Buckenham travelled out last night, through the hail and lightning, to take part in the annual WI Advisors Quiz in Hethersett Village Hall. This is a county-wide competition with teams of six, mainly members of the Women's Institute, and the team from Old Buckenham has done reasonably well in earlier years.
Playing under the name of "Buckenham Brains" the team was up against eighteen other teams from all over Norfolk. This year they managed to be the outright winners scoring 160 points out of maximum possible score of 180. Perhaps it was the judicious playing of their joker meaning that they doubled their score on a round where they got all the answers right or it could have been the fish and chip supper that enhanced their brain activity.
Here are team members Barbara, Sheila, Doris, Susan and Alison smiling after the competition had finished. The blog editor was the other member of the team but he, of course, was taking the photograph.

Old Buckenham displays High School art
GCSE Art Exhibition in All Saints Church
This weekend there is the chance to see the work done this year by the students of Old Buckenham High School for their GCSE exams. The work of 42 students is on display in the church on Saturday 11 and Sunday 12 October between 11am and 5pm on both days. Admission is free.
The theme for this years exam was "Order and/or Disorder" and a very wide range of interpretations of this title can be seen along with the students' work books.
An added attraction on the Sunday afternoon is that cream teas will be available from 2pm to 4pm.
If you go along on the Saturday afternoon there happens to be an Autumn Fayre in the adjacent Church Rooms, also between 2pm and 4pm, and they will be serving refreshments as well as having plenty of other stalls to help you raise funds for All Saints Church.

Date fixed for Old Buckenham Fete 2015
Saturday 4 July is the chosen date
Planning has started for the Old Buckenham village fete to be held in the summer of 2015. With a date of the fourth of July it has been decided to give the event an American theme wherever possible. It is hoped that all stallholders will join in and give a touch of the USA to their displays on the day.
It is intended to bring back judging of the stalls to see who has put most effort into their appearance and also to have a children's fancy dress competition. There will be the usual art exhibition, the refreshments will have a different flavour and maybe we will be 'soaking the sheriff' with water pistols rather than just throwing sponges.
The little group organising the event would appreciate any ideas you have to help the day along. Perhaps a line dancing group for an arena display or even a lassoing or ropework demonstration. Do a little lateral thinking and contact Alison on 01953 860692 with all your ideas.
The next meeting of the organising group will be on Monday 10 November in the Memorial Room at the Village Hall starting at 7.30pm. You will be most welcome to come along then with your ideas and suggestions.

Old Buckenham Parish Council recess notes
What the residents said in October
These notes have been written by the blog editor and are based on a summary provided by the Parish Clerk.
A resident at the October Parish Council meeting raised the question of parking outside the public house near the play area. He informed the meeting that someone had nearly tripped up over the matting and it needed looking at urgently. Steve Milner said there was a meeting arranged for the next day at the parking area. It was also stated by the resident that the Green was looking untidy and that he knew of four or five volunteers who would help to tidy it up. He also suggested planting wild flowers and pathways around the pond area near the public house. Sarah Dye said it was great that volunteers were willing to help in tidying up the areas. She said the parking issue was not in her remit but she would work with Parish Council to find solutions. Jonathan Kemp and Adrian Joel also spoke on the matter of parking problems. A resident raised the problem of the fish and chip van parking at the public house on Wednesdays and that he was taking up most of the parking area. Sarah Dye, Tom Johnson and Adrian Joel spoke on the matter. The Parish Council is to speak to the owner of the van to try to seek a resolution. A resident raised matter of missing posts on the Green, she was informed that posts were not really allowed on the Green and Steve Milner informed the resident that it was not a matter for the Parish Council but the Green Right Proprietors. Another resident asked if there was an update on the Chapel Road School situation and Steve Milner said the item would be dealt with later on the Parish Council’s agenda.

Old Buckenham Parish Council minutes
October's deliberations
These notes have been written by the blog editor from the draft minutes and so may contain information that is altered at a later date.
Only John Frost and Akis Chrisoviledes were not at the Old Buckenham Parish Council meeting on Thursday 2 October. Both had sent their apologies. There were also eight members of the public present. The meeting closed to allow the members of the public to ask questions, a summary of the items that they wished to talk about will be posted on the blog tomorrow.
Minutes of the September Parish Council meeting. These were signed as a true and accurate record of the meeting.
Matters arising from the minutes. Tom Johnson said that congratulations were in order as appeared that all the potholes in the village had now been repaired.
Adoption of Grievance and Disciplinary Policy. This was adopted after deleting the words “or Investigatory” on page 1 clause 3; agreed with 7 for and 2 abstentions.
Neighbourhood Plan/Breckland Plan. Adrian Joel said we should look at it in the future as the Parish Council needed to talk to villagers and see where they want the village to be in 10 to 20 years time in terms of development. It could then be submitted to Breckland Council for approval and then funding could be sought for a Neighbourhood Plan if that was what was required. Breckland Council is working on the Breckland Plan which will involve consultation with residents on where development should be allowed over the next 10 to 20 years, this consultation will take place next summer. Steve Milner said that following consultation with residents two years ago, the overwhelming view was that a Neighbourhood Plan was not wanted. The Parish Council looked at the matter a year ago and the same views were expressed. Adrian Joel said perhaps more social housing was needed at the rear of St Andrews Close. Steve Milner said there was not enough infrastructure available to support further development. Tom Johnson said that people needed somewhere to live to be near their families.
Adoption of new Standing Orders. It was agreed unanimously that these be adopted.
Rent increase for Recreation Area. Carol Marshall said she could not find another parish council who have to pay rent for a recreation area to any village hall. Also a boot camp had been held recently on the Recreation Area and the fees paid to the Village Hall. Jonathan Kemp said he thought there was no justification for any rent increase. Adrian Joel said the lease allows for a rent increase. The Clerk informed the meeting that although there was a provision for an increase, the village hall was not compelled to invoke the increase. Steve Milner suggested a meeting with the Village Hall to try to resolve the matter. Tom Johnson is to raise the matter with the Village Hall.
Special written motion. Adrian Joel had, in accordance with Standing Orders, written a special motion which was supported in writing by seven councillors. The motion read “The decision of the Parish Council on 14th August 2014 re planning application Y/3/2014/3006 Chapel Road School be revoked to enable a majority of councillors to be in attendance and consider their views together with any new information from the original application that may have been received since then”. Adrian Joel said that only five councillors had attended the August meeting which voted to support the application subject to certain conditions and the matter now needs more discussion. Steve Milner said that the meeting was quorate and there had been developments since then including the moving back of the barriers by 60 metres from the road. NCC have refused to increase road safety measures in Old Buckenham as, in their opinion, there will be no great increase in traffic levels. Steve Milner then read some figures out which strongly indicated there would be an 18% increase in traffic levels at peak school times. Jonathan Kemp said the original decision should be reversed so that the Parish Council would object if all conditions were not met. Steve Milner said some improvements had been agreed with Norfolk County Council that were not part of the original application. Jonathan Kemp proposed that the original decision be revoked and that Parish Council object unless the nine conditions asked for by the Parish Council are met. This was seconded by Tom Johnson and agreed with 8 for and 1 abstention. Steve Milner suggested that a parish councillor should attend the Planning Committee meeting on Friday 24 October. He also suggested a working party to arrange lobbying of Planning Committee members on issues important to the Parish Council. Steve Milner has been invited to the Chapel Road Steering Group meeting on Monday 13 October and he had requested two items to be put on the agenda including road safety.
Planning applications. Downmoor Farm. Single storey residential extension. It was agreed that the Parish Council had no objections.
15 Fen Street. Front exterior, replacement garage and reformation of existing rear extension. It was agreed that the Parish Council had no objections.
Shrublands. Change of use of disused agricultural barns to provide nine residential dwellings with associate parking. After full discussions it was agreed (4 for, 2 against and 2 abstentions) that this should be objected to as not sustainable due to no footpath at development and no bus route so totally reliant on private cars.
Planning decisions received from Breckland. Barkers Cottage, Ragmere Road. Alterations, replace windows and doors. Replace conservatory with garden room extension. Permission granted.
Chairman’s report. Steve Milner said ‘Two-wheeled Tuesday’ continues and a number of improvements have been made and a further meeting with the police has been arranged. Noise from certain bikes continues to be a problem and they are thought to be above the legal noise limit. The Play Area looks untidy and needs looking at. Sarah Dye and Carol Marshall are to meet with John Hicks on the matter and also they would arrange yearly inspections of both the play area and recreation area.
District Councillor’s report. Adrian Joel said the address for the new housing in St Andrews Close was Marchfield Way. The completion of the houses has been delayed for three weeks and they will now become available for occupation in November. The next Town and Parish Council Forum meeting due in October had been postponed until Thursday 15 January 2015 and he hopes a representative from the Parish Council will be able to attend. With the launch of the Recycling Revolution there could be reductions in the weight of glass in the village hall’s glass bank. Breckland are to make up any income loss for glass in the 2014/15 period.
Parish Councillors’ reports. Tom Johnson said the £100 contribution by the Parish Council for the Village Hall broadband has been used and the service should start running later in October. The cost of installing the service was approximately £180. The solar panels on the Village Hall roof have raised £1450 in income. The Village Hall had also sent a grant application letter to the Parish Clerk for approximately £3500. A Film Festival will be held over the weekend of Friday 21 to Sunday 23 November in the Village Hall. He then raised the matter of poppy crosses carried at the Remembrance memorial service by children and suggested a small bed at the memorial where the crosses could be planted. Derek Smalley recently attended a SNAP meeting and also a meeting of the Attleborough Neighbourhood Plan Steering Group. Adrian Joel raised the matter of allotments and the new tenancy agreements would be sent out later this month. Tim Ing confirmed that the owner of the allotment land would not be increasing the rent paid by the Parish Council for the next three years. Carol Marshall said the recent garage sale was a great success.
Parish Clerk’s report. The clerk said he would be sending out a Financial Management Risk Assessment to all councillors and it would need to be adopted. He also suggested that a parish councillor acts as an internal auditor to check the accounts every quarter and ensure full compliance with governance standards. Akis Chrisoviledes was appointed.
Highways. There was a depression in Harlingwood Lane opposite High Ash and another water leak in Grove Road. Tom Johnson raised the matter of overweight lorries going down weight-restricted roads. A near miss had been reported at the junction of Grove Road and Mill Road. Public footpaths in Raggs Lane and the path going up to the Junior School need weeding as overgrown. The Parish Clerk is to report these items to the authorities.
The Green. The Green Right Proprietors will be holding a meeting later this month.
The next meeting of Old Buckenham Parish Council will be held on Thursday 6 November at the Village Hall commencing at 7.30pm.

Old Buckenham WI were pleased to report that the 2014 Produce and Handicraft Show held on Sunday 14 September had been a great success once more.
Those members who had attended the Group Meeting Harvest Supper on Thursday 18 September had a most enjoyable evening with lots of good food and a fun quiz.
At the monthly meeting, Meg Brown brought a number of quilts to 'show and tell'. Each one was held up and admired. Some were very old and stitched entirely by hand, others made quite recently using new materials and techniques.
October is Birthday month when Old Buckenham WI will be holding a party for members and their friends.
