Parish Council in May

These notes have been written by the newsletter editor from the draft minutes and so may contain information that is amended at a later date.

Old Buckenham Parish Council met on Thursday 11 May at Old Buckenham Methodist Church. Those present were councillors Naomi Bailey (Chair), Ali McWilliam, Doug Irons, Pete Twissell and Steve Gower (once co-opted). Also attending were Rachel Noyes (Clerk) and three members of the public. Councillors all signed their Acceptance of Office documents.

Naomi Bailey was elected as Chair and Ali McWilliam as Vice Chair, both approved (3 in favour). Steve Gowers was co-opted on to the Council, approved (4 in favour). 

The minutes of the March meeting were approved (3 in favour, 2 abstain).

Financial matters. April’s expenditure totalled £2,304.61 and included £780 for the tree survey and £300 for training through NALC.

The Community account balance now stands at £37,139.57 as Breckland District Council have paid the first Precept instalment of £11,365.50. Payments for approval at the May meeting included £ 731.73 for insurance and £ 790.04 for solicitors’ fees. The total was £3,094.04 and a proposal to approve these payments was approved (5 in favour).

Councillors’ reports. Doug Irons reported that he would be having a meeting with the Gamekeeper to review any payments in August. A more detailed map has shown that the benches at the front are on their property, not the Green. Issues are arising over how many non-customers and nearby residents are using the car park area at the front and how maintenance costs should be charged. He is still working on the website.

Ali McWilliam has met with some of the allotment holders and discussed ideas about how to improve security at the site. Was pleased to see a good group of nine residents turn up to volunteers as part of the Big Help Out. Cleared out rubbish, found some wildlife around the pond and turned over and cleared two more plots. People who attended are going to set up Allotment Association which will open up more opportunities to funding/grants, etc. Will continue to clear the area and will need a skip once all rubbish is collected. 

Naomi Bailey had attended the last Green Working Party meeting. Felt that recently work is being completed quite casually and need to ensure future meetings are minuted so that there is a record of all decisions made. Parish Council would like to look at improving the parking on the Green. Several councillors will begin by walking around the Green and recording all areas where regular parking is causing damage. Green will probably be mowed thee times this year, with first cut expected in May. Good turn-out of people at the allotments for the Big Help Out but only a couple helped paint the bus shelter and sweep playground. Litter pick was lower than usual. A big thank you to everyone that helped out, your time and work was greatly appreciated. It was a little disappointing that there were not more helpers for some of the events as it would have been a great opportunity to improve and encourage community spirit within the village and working together. 

Rachel Noyes thanked Terry Cook and Andy Nicholls for all their time on the Parish Council. The Coronation spoons were very popular and have almost all gone. Villagers were very grateful to have a memento of the occasion.  

The Solar Farm is still going ahead but just getting a lot of work completed on pre-commencement planning conditions and also finalising the design and permits. The Clerk is to continue to enquire about possible grant which was previously mentioned. 

Currently have £410 set aside for defibrillators maintenance but can review for future budgets. Ragg’s Lane (Track) application submitted to become public footpath. Request for information for/against it from NCC. New bin provided for the Recreation Ground. Thank you to the Village Hall for emptying it. Welcome Packs delivered to some new residents.

Have been trying to get quotes for cleaning war memorial. Local stone masons have quoted £2,800 to £3500 due to need for scaffolding. Local contractor contacted but not able to do the job because of specialist nature of the work. Will continue to look for quotes.

Has been contacted by a resident about the overgrowth of hedges on Hargham Road. Residents were previously contacted requesting regular maintenance. Another resident made contact about how parking in front of village shop is managed. There are two signs outside shop saying that it is for customers only. While the parking area was put in to allow access to the shop and encourage use, it is still an area of public parking on the Green. The Clerk will liaise with shopkeeper to discuss alternative signs that will explain need for space for deliveries and customers while respecting the fact it is open to all. 

Steve Askew is chasing up the overgrowth on Puddledock corner to ensure it is always cut back to the fence and increases visibility for turning on to Fen Street. A resident was concerned about speed of cars on Attleborough Road and lack of footpaths. The Clerk explained that while little can be done about the speed limit, the development of the Solar Farm and Attleborough SUE should provide improved footpath network in the near future. 

Planning application submitted for flagpole.  

Because of a change in personal circumstances, the Clerk has stepped back from completing the CiLCA qualification for Parish Clerks. NALC has given the option of continuing in the future. 

New planning applications. Land at 32 Fen Street. Erection of detached house and garage (3PL/2023/0414/F). The land was designated as garden when previous properties were built. Parish Council has received two objections from neighbours which focused on the fact the property was too large for the site, privacy for some neighbours was affected and there was a protected hedgerow on site. Councillors highlighted that Old Buckenham has also met its planning quota. Proposal to object was approved (5 in favour).

Amended planning applications. The following application has been withdrawn: Old Buckenham Country Park, Doe Lane. Installation of a 22.5m lattice tower (3PL/2022/1309/F).

Land Adjacent to High Bank Farm, Fen Street. Implementation of planning permission 3PL/2003/0360/O and 3PL/2004/1135/D (Erection of a new dwelling for use as a holiday let) - Certificate of lawfulness - existing use (3PL/2023/0155/EU).

Planning decisions by Breckland.

The following applications have been considered and have been approved. 

Hill Farm House, Leys Lane. First Floor Extension, demolition of front bay window and erection of two new bay windows (Ground Floor), South outdoor kitchen structure, new replacement porch door and new layout/detail to rear porch (3PL/2023/0101/HOU).

Maple House, Mill Road, Erection of new porch following demolition of existing (3PL/2023/0092/HOU).

6 Hargham Close. Proposed single storey side/rear extension to provide a ground floor bedroom and disabled access ramp (3PL/2023/0201/HOU).

The following application has been considered and has been refused. 

Roughlands Farm, Grove Road. Prior approval for the Change of Use of Agricultural Buildings to 1 no dwelling house (Use Class C3), and for building operations reasonably necessary for the conversion. The Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) - Schedule 2, Part 3, Class Q, (3PN/2022/0047/UC).

Planning appeal. Land adjacent Snetterton Farm, Banham Road. Description of development: Self build three-bedroomed dwelling, detatched timber garage and ground mounted solar panel array (3PL/2022/0750/F). Appeal reference APP/F2605/W/23/3314264 and appeal start date Thursday 4 May 2023.

Use of Green applications. Doug Irons explained that ensuring agreements are completed is important to meet insurance requirements. Separate meeting took place previously with sub-group and applicant (D Tranmer).  It was agreed that the entrance of the event is moved along to allow grass to recover. Repairs of grass will be made during appropriate weather. All rental payments for 2022/23 year have been made. Invoice for other events last year to be sent this month. Invoice for benches on the Green will be sent at beginning of October. Two Wheel Tuesday invoices being sent at beginning of July and October. This is to allow invoice amounts to be calculated based on the number of events actually held in case bad weather causes a large amount of disruption. Proposal to approve applications was approved (5 in favour). The Parish Council Chair and D Tranmer both signed completed agreements.

Prince Harry’s Wood. Tree Report shows no major issues for the area. Councillors feel like this was a poor decision by the Council previously and would be too expensive to maintain. Councillors also reported that they had received feedback from many residents that were not happy to take on the wood and grass areas.  The Clerk to seek advice about whether the Parish Council can change its decision on the transfer and what the implications would be. 

Crossing outside Stud. The Parish Council has been successful in its Parish Partnership Scheme (PPS) application towards the cost of improving the crossing from the Stud entrance (end of bridleway BR11) to the other side of the road.  There is a blind bend and a high verge on the other side of the bridleway which makes it very dangerous for crossing. The improvements would provide lower access to the footpath and ensure it was as far away from the bend as possible. The estimated cost of the project and associated traffic management would be £10,000. Old Buckenham Parish Council would be required to pay £5000 and Norfolk County Council would pay the other £5000. County and District Councillor Steve Askew has previously mentioned the possibility of contributing from his Personal Councillor budget which would reduce costs. Councillors agreed that it is a popular walking route and is a very dangerous place to cross and therefore felt something had to be done to improve safety for parishioners. Proposal to approve crossing improvements was approved (5 in favour).

Dog bin on Harlingwood Lane. Many residents have complained about not having a dog waste bin on Harlingwood Lane. Have also been problems with plastic bags being left on the road and blocking ditches. Breckland Council confirmed that there is no public land on which a bin could be placed and therefore emptied for free. If it is placed on private land, there is a fee to remove and dispose of the waste. The proposed site is on the corner of Harlingwood Lane, where it meets the back Stud entrance and Bridleway BR11. The Manager of the Stud was contacted and happy to have a dog bin placed there. The cost of the bin delivered would be: £128.18 (ex VAT). Annual collection and disposal fee would be £22.38/month (£268.55/year). Councillors agreed that it was a very popular dog walking route with residents and those from neighbouring parishes. The lack of bins on this route has resulted in many bags being left which is causing harm to the local environment. Proposal to approve a dog bin on Harlingwood Lane was approved (5 in favour).

Planting trees on the Green. A resident had contacted the Parish Council about whether it would be possible to plant a tree on the Green in response to removing a tree from their property as part of a planning application. Councillors felt that this could set a precedent and the Parish Council would be left with increasing maintenance costs of more and more trees. The Chair highlighted that there has also been a lot of new trees planted on the Green in the last couple of years and it is important to find a balance between open space and trees. Proposal to refuse was approved (5 in favour).

Approval of Standing Orders. No amendments. Proposal to approve was approved (4 in favour, 1 abstain).

Public participation. Questions about whether food vendors have been charged rent for signage on the Green. The Clerk to research the current guidelines in place for signage on the Green, to ensure equality between all business in the area. Discussions extended to how to make the safety of Crown Road (between War Memorial and Ox and Plough) better, as it regularly receives a lot of traffic. The Clerk to enquire with Highways about if it is possible to reduce the speed limit. Steve Gowers to research possibility of moving entrance gate to the playground so it doesn’t open straight on to the road. 

Next agenda. Subjects to be covered will include Village Hall dog bin, skip for allotment and Solar Farm funding information.

The next Parish Council meeting will be on Thursday 1 June at 7.30pm at Old Buckenham Village Hall.

Presently occupied

There are wall-mounted bins outside both entrances of Old Buckenham Village Hall. They are there for you to put the remains of cigarettes in rather than dropping them on the floor. In recent years they have proved popular accommodation for nesting birds at this time of year. Both are presently occupied by blue tits who seem to revel in bring up their families on top of a heap of old fag ends...

 Do your bit tomorrow

Can you lend us a hand? Tomorrow, Monday 8 May, is the Big Help Out which is being promoted as part of the King’s Coronation Celebrations. This is to raise the profile of the amazing volunteers who do so much for our communities. Old Buckenham is no different, and we have a brilliant set of volunteers who do lots for our village and its residents. The Parish Council also thought that it would be a good opportunity to encourage everyone to chip in and do a little volunteer work that day. There will be four areas that you can choose to help with:

Litter Pick: meet at 11am at Ottomer Pond. High vis jackets, bin bags and some litter pickers are available but please bring your own if you can. 

Painting the bus shelter: from 10am and bring your own brushes if possible please.

Allotments Tidy Up: from 10am. Bring any general garden tools if you can, so that weeds can be removed/soil turned over, etc. 

Children's Playground: Meet at 3pm. Please bring brushes so that we can sweep up all the purple rubber that has 'escaped' from under the climbing frame.

Old Buckenham's latest WI meeting

 Doll's House delights

Old Buckenham Women's Institute met on Thursday 27 April in the Village Hall. Viv Carter gave a talk called Woodglue and Masking Tape which was all about refurbishing a doll’s house

Members had a really interesting evening listening to her talk about her doll’s house and how she refurbished it from a damaged and run-down building.  It was an amazing talk about all the ups and downs of  her journey and how she became jack of all trades to make fittings and accessories to fit the scale of the house. She brought along some of the items she made and it was interesting how small some of the items were.

 She was given the doll’s house when she was 4 years old and it lived in the bottom of a wardrobe for many years. She started refurbishing it in 2019, working through lockdown and finishing at the end of last year. Because the scale was not a standard one she made most of the fittings and accessories herself. She became an electrician, carpenter, roofer, builder, painter and decorator among many other job roles.  Her sister even made some of her ‘carpets’ for her in counted cross-stitch and needlepoint. Lots of recycling of materials including a brooch with a watercolour inside used to hang on one of the walls.

 A very enjoyable evening. The next meeting is at 7.30pm on Thursday 25 May. The evening's entertainment will be provided by the members themselves.

Old Buckenham newsletter is out there

 It's the first of May...

...and the latest newsletter has been available since last Friday so many of you will have already had a copy through your letterbox. This issue contains lots of interesting items that were put in to fill the space left by the fact that there were no parish council minutes to print. It also contains the schedule for the all-new produce show next September which you should read now to decide that you will have something to enter. Photos to be taken, paintings and drawings to be started, beer to be brewing and recipes tried out on the family to make sure that the food turns out OK.

Quizzing in Old Buckenham

 Alternative quiz raises money

Last night was the opportunity to enjoy some different quiz questions in a relaxed atmosphere and raise money for charity at the same time. There was only room for six teams to be in the Methodist Church as they tried to answer a wide range of questions dreamed up by Richard and Donna Peat. Some questions were straightforward like naming bridges while others involved identifying tunes played backwards and deciding what films various film stars did not appear in. 

There was a break for some refreshments and a well-supported raffle. The quiz results were very close with only one point separating first from second, the winning team who called themselves 'we were the champions' just sneaking past the 'Buckenham Brains'. The best result was that the event raised £175 for the St Martins charity which provides facilities for the homeless in Norwich and Norfolk.

Why not join in?

The Old Buckenham Women's Institute have arranged a couple of walks in the village on Friday 28 April. They are offered to support 'Women Walk the World Day' (which actually takes place on Sunday 30 April).

If you would like to take part please meet outside All Saints Church between the Church Rooms and the Children's Playground so as to be ready to set off at 10.30 am.The shorter walk of about 2 miles will go through the churchyard and the Stud, out to Abbey Road, along the track past the B&B, then back along the footpath to the Stud and the church.. The longer walk of about 4 miles will go out past the windmill to Stacksford, then towards Hammonds Farm, take the footpath across the bridge and then along the Permissive path across Banham Moor and back along Sandy Lane and Mill Road to the Green and the Church. 

Everybody is welcome to join in. Please encourage any friends, male or female, and well behaved dogs to participate. They  are inviting all who take part to make a voluntary donation of £2 (more if you wish). All donations will go to the Projects Fund of ACWW (Associated Country Women of the World).

Let's hope for a really good turnout and really good weather.

No April meeting for Old Buckenham Parish Council

No reason to go to Village Hall

There will be no Parish Council meeting on Thursday 6 April as not enough councillors are able to attend. Without enough members to make a quorum, no official decisions could be made.  The next meeting of the Parish Council will take place on Thursday 11 May in the Methodist Church at 7.30pm. Please note the change of routine day and location. This is due to the Elections timetable. From June, meetings should return to the regular time of the first Thursday of the month in the Memorial Room of the Village Hall..

With the upcoming Coronation of King Charles III, the Parish Council wanted to mark the occasion by donating a commemorative gift to the children of the village. These will be free to those under 18 and only £3 to purchase for everyone else. You can order your commemorative gift now, then pay and collect it on the Coronation Weekend (details to follow).

Firstly, if you, your business or any community groups in the village are organising any celebrations across the weekend, then please let the Parish Clerk know and we will publish a schedule of events that will be taking place, which will hopefully make it easier for everyone to know what’s going on.

Secondly, the Parish Council are looking at organising some activities as part of The Big Help Out. The Palace wanted to highlight the positive impact volunteering has on communities across the nation and felt this was a great idea. Therefore, the Parish Council are focusing on four key areas of the community that we feel could use some help: a litter pick around the whole village, clearing up the play area, repainting the bus shelter and tidying the allotments. We would love to see as many people as possible helping out on the day and enjoy seeing a community working together. Full details of meeting times and places will be published in next month’s Village Newsletter, along with the schedule of events being held in the village.

Walking around Old Buckenham

Women walk the world

Why not join Old Buckenham Women's Institute on Friday 28 April by taking part in a walk to mark Women Walk the World day. Men are very welcome to join the walk as well. Meet at All Saints Church/Children's playground for a departure time of 10.30am. A choice of two walks will be offered, one of about 2 miles through the stud and one of about 4 miles via Stacksford.

We would invite you to make a voluntary donation of £2 (of course you may give more) for the Projects Fund of Associated Country Women of the World (ACWW). All are welcome (including well-behaved dogs). We hope that many of you will be able to take part and that the weather will be fine.

Old Buckenham Parish Council met on Thursday 2 March 2023 in Old Buckenham Village Hall. Those present were Councillors Naomi Bailey (Chair), Terry Cook, Ali McWilliam and Doug Irons. Apologies for non-attendance had been received from Andy Nicholls. Also present were Rachel Noyes (Clerk) and nine members of the public. The minutes of the meeting held on Thursday 2 February were approved (3 in favour, 1 abstain).

Financial matters. The Community Account balance was £29,977.67. Payments of £1,612.22 were approved (4 in favour) which included £200 for the removal of the broken fence to recreation area and £609.59 for commemorative spoons

Councillors’ reports. Terry Cook said that the County Council contacted the Village Hall about possible car charging points at the Village Hall. The Committee were positive about the proposal but would need the finer details clarified. A checklist of points for consideration was provided by the Village Hall Committee for the Parish Council to use in response to any request the County Council may have. The CCTV has all been upgraded at Village Hall so that there are no blind spots and there is full coverage around road, to the frontage of the gates to the school and car park. Can be managed via mobile phones so the Clerk and Parish Council Chair are arranging to have it linked to their phones. Terry Cook had also been notified about two footpath related projects. First is from Department of Transport for a £200 million country-wide project to improve walking/cycling access. Projects could include improving safety of school walking routes, more paths in rural areas, improved safety at junctions and also making streets more inclusive for those with mobility issues. Has asked for further information but would like to hear parishioners thoughts on projects that the funding could be used for in Old Buckenham. Second project is funded by company called Go Slow, which are National Lottery funded. It is to walk, review and verify walkways. Project seems to discuss footpaths in towns and cities but doesn’t mention rural areas/villages which have the majority of the footpaths. He has contacted Go Slow for further information and awaiting a response.

Ali McWilliam had visited and assessed the allotments and the work that has already been completed. There are some large pieces of equipment/rubbish still that need removing. Clerk to write to all allotment holders to ask that any equipment is removed, otherwise is will be donated to other allotment holders/removed. She has also been contacted by someone who is interested in an allotment.

Naomi Baily reported that at the last meeting, it was noted that the already damaged Recreation Ground fencing had collapsed. After viewing Village Hall CCTV footage, children were found to have deliberately knocked it down. She had been in contact with the families involved and the schools, and will be having a face-to-face meeting with them to discuss why this was unacceptable behaviour. However, the Parish Council would like to note that the fence was already damaged and should have been taped off/had a warning sign to prevent children climbing on it. She had attended a meeting about the Car Park permits at Village Hall. This had been previously run by a parent, who stepped down after facing some aggressive behaviour. Meeting was very positive as all involved were keen to ensure the scheme continues. If there was no scheme in place, then the car park would be closed to parents at school times and would create a bigger problem in the village as parents would park elsewhere. The Primary School’s Families Association have offered to step in and help manage the scheme and ensure that it is fair to all those that do pay for a permit. Money collected from the scheme is split between the Village Hall and Families Association. As Village Hall is currently set up as a charity, there were issues with paying money out to the school. Therefore, Families Association to collect money and pay half to Village Hall. To help with issue in future, Village Hall is currently working towards becoming an Incorporated Body which should give greater financial freedom.

Doug Irons had enquired about War Memorial cleaning. Clerk explained that a company has been contacted but had little response. Currently looking for alternative companies. Noticed that bottle banks in Village Hall car park are often very full. Seems to require either more banks or more frequent collections. Terry Cook to feedback to Village Hall committee. Footpath between Chapel Green and towards Bunns Bank has been planted over and difficult to see or access. There have been many problems over the years with this footpath. Farmers are allowed to plant over a footpath but then must re-instate it. Solar Farm should be integral in improving its use.

Rachel Noyes reported that a parishioner has asked if the Parish Council has budgeted for future costs of new pads and batteries for defibrillators. The Clerk is to clarify with the Finance Officer. Graffiti reported on bench between Almshouses and Shop. Has had an initial clean and is better but will need to purchase specialist cleaner to fully remove. Playground swings have been oiled to prevent squeaking disturbing nearby residents.

At last meeting, the possibility of a Certificate in Local Council Administration (CiLCA) course for Clerk was agreed. This has been booked and will start later this month. Have received two emails impersonating Naomi Bailey. Please be aware of this and do not respond to any email that is not from the official Parish Council email address. Response received from John Fernihough (Green Working Party) who felt that the Parish Council were wrong in their decision to not investigate the location of the overflow drain from Ottomer Pond. Concern has been expressed by a resident regarding the state of the Green by the schools where parents have been parking. One area has been taped off already to allow grass to recover but the tape has recently broken and the Clerk to organise its replacement. Terry Cook highlighted that the parking for the schools has a major impact on the state of the Green and there are also other areas. He suggested that once agreement for Village Hall car park is complete, Councillors walk around the Green and note all areas of damage. A strategic plan can then be created to address the cause of this damage, as well as how to repair it. A suggestion has been put forward for the Annual Parish Meeting (Saturday 13 May) to have a professional demonstration of how to use a defibrillator.

New planning applications. Old Buckenham Country Park, Doe Lane. Erection of 8 no. holiday lodges (3PL/2023/0076/F). There have been previous applications for 8 and 4 holiday lodges, which were approved. This new application would create a total of 16 holiday lodges at the park. Residents attending the meeting explained that, despite living next to the Country Park, Breckland Council had not notified them, yet again, of the planning application. They expressed concern about rate of development of the Country Park which had changed significantly from the original campsite that had been created and where that development would end. Residents were concerned that it could turn in to a holiday park in the future, or purchased by a company that would want to do that. They explained that noise levels had increased in the area too. Terry Cook highlighted that [at the time of the meeting] there were no comments on the Breckland Planning Portal from residents and not many from the statutory consultees. Residents expressed additional concern about another planning application (3PL/2022/1309/F) for a mobile phone mast at the Country Park. Naomi Bailey explained that the lack of information and the confusion as to why another mast would be required when there is currently one being constructed nearby meant the Parish Council had not voted on the application last meeting and had requested further information from Breckland Council, from which no reply had been received yet. A proposal to defer a vote until more information could be gathered, including an opportunity for consultation comments from residents, was approved (4 in favour). Clerk to write to Breckland Council again, to express concern about the lack of notification to immediate neighbours of planning applications and to chase up more information about the phone mast application.

Maple House, Mill Road. Erection of new porch following demolition of existing (3PL/2023/0092/HOU). Councillors saw no problems with the application as it was within the existing building line and replacing what is currently there. Proposal to support was approved (4 in favour).

Hill Farm House, Leys Lane. First Floor Extension, demolition of bay windows (Ground Floor), South outdoor kitchen structure, new replacement porch door and new layout/detail to rear porch (3PL/2023/0101/HOU). Councillors felt it was within reasonable plans and had no objections and a proposal to support was approved (4 in favour).

Rosedale, Fen Street. Demolition of existing light industrial building and erection of 1 no. C3 dwellinghouse (3PL/2023/0167/F). Councillors explained that there have been previous planning applications for the site for change of use, which was approved. Public consultation was made in newspaper and there had been no adverse comments from consultees. A proposal to support was approved (4 in favour).

6 Hargham Close. Proposed single storey side/rear extension to provide a ground floor bedroom (3PL/2023/0201/HOU). Councillors had no objections to the plans. Proposal to support was approved(4 in favour). 

Arenal, New Buckenham Road. Change of use of site for storage, cutting and timber log distribution business, including extension to existing building for tractor/log storage and additional hardstanding area (retrospective) (3PL/2022/0433/F). Amended description. Terry Cook observed that there had there had been two statements from the Environmental Health Officer. Firstly, last year with no objections, then a more recent statement expressed concern about the potential noise levels from the cutting of the wood. They have requested a noise impact report before the application proceeds further. At the time of the meeting, there were nine comments of objection but only three in support of the application. Neighbouring residents at the meeting explained that the traffic for the site was also causing a problem and was becoming quite dangerous. Proposal to object was approved (4 in favour).

Amended applications (for information only). Land adjacent to High Bank Farm, Fen Street. Implementation of planning permission 3PL/2003/0360/O and 3PL/2004/1135/D (Erection of a new dwelling for use as a holiday let) - Certificate of lawfulness - existing use (3PL/2023/0155/EU).

Planning decisions by Breckland Council. The following applications have been considered and the applications have been approved.

Cuffer Lane. Erection of a New Agricultural Building (3PL/2021/1528/F). Land at 608360 291240, Cuffer Lane. Change of use of land from agriculture land to mixed use of agriculture and leisure & domestic use (retrospective). Erection of fencing, entrance gate, chicken feed store, chicken coop & earth bund and alterations to existing pond (retrospective) (3PL/2021/1690/F). Naomi Bailey highlighted that the above two applications were objected to by two Parish Councils and the County Councillor. Breckland’s Planning Officer also recommended refusal. However, the Planning Committee voted (7 to 0) in support of the application. Old Buckenham Parish Council were very disappointed to see the applications approved.

King's Coronation update. A coronation gift for children and elderly residents of the village of 200 commemorative spoons have been ordered. The Palace is planning the Big Help Out on Monday 8 May. Councillors feel that this is a good opportunity to encourage community spirit and are putting together a list of projects that residents could volunteer to help out with. These include litter picks (around whole village, not just the Green), tidying up allotments, painting the bus shelter and tidying the playground. Clerk to contact Brownies/Scouts in the village about possibly helping out. One councillor to coordinate the work for each area. Naomi Bailey to liaise with Green Working Party to organise litter picks and possibly the bus shelter, Ali McWilliam to coordinate volunteer work on allotments and clerk and chair to coordinate the playground clear up.

Flagpole update. Enquired with Breckland Council about whether planning permission was required or not for flagpole and it is. Clerk to complete and submit application. Quotes received for purchase of flagpole and flag. Aluminium flagpole is an additional £500 however Councillors believe it will require less maintenance in future, so would be worth paying the additional cost now. Installation by the company was very high so would look at getting a local contractor to install. Proposal to approve Aluminium quote (without installation) and purchase flagpole and flag was approved (4 in favour).

Allotments. Ali McWilliam had visited the allotments and made a list of work to do. There is still a lot of rubbish/equipment left from previous allotment holders. Clerk to write to current and previous allotment holders asking for it to be removed, otherwise it will be offered to current allotment holders/removed. Fence damaged between two fields and consulting about ownership for repair work. A tree has grown causing obstacle on path and tap casings need repairing. Post next to single gate needs fixing and Clerk to contact handyman about maintenance jobs. Security still a major problem. The Recreation Ground gates were removed after fence was broken but, as gates were still in good condition, were taken to allotments to see if there was possibility of using them there. Ali McWilliam fed back to the Parish Council that they were not quite suitable, however may be useful as a short term solution until new fence/gates were purchased. She is to organise meeting with allotment holders, and contact land owner, about what they would like to see done at the allotments. Clerk applied for Environmental Incentive Grant from Breckland Council. Quotes received for cutting grass at allotments of £180 for a day’s work.

Recreation Ground fencing. Wooden fence that was knocked down has been removed. Two quotes received for chain link fencing across bottom of Recreation Ground field, next to Village Hall car park. Councillors felt it was very expensive and that hedging by itself would suffice. Clerk to investigate free hedging from Woodland Trust, etc, for planting in the Autumn. Sign required to warn drivers of small drop over the edge of the tarmac on to the grass. Clerk to organise.

Green lease agreements. New lease agreements with both pubs are in the process of completing. These will allow the pubs to rent designated areas of the Green for their business to use.

Wooden posts at turning circle. Received reports of bin lorry driving along footpath between High School and Ox and Plough pub, then removing a wooden post to re-join the road. Breckland Council/Serco were contacted several times about the issue. Driver only stopped using the route after resident spoke to them about it. Naomi Bailey has also inspected the wooden posts at this turning circle and many are in poor condition and some missing. One post is removeable to allow access for a property. This post requires clearing out and a new padlock installed. Green Working Party have been contacted and the Chair will coordinate replacing posts.

Prince Harry’s Wood. Tree survey of Green trees and those of Prince Harry’s Wood has been completed but just awaiting written report. Breckland Council have kindly removed the overgrowth on area of grass on St Andrews Close. Currently arranging meeting with representative at same area to confirm boundary with properties. Quotes received from local gardener about cutting grass areas of St Andrew’s Close. Will discuss and decide on options once tree report received and all information is available.

Public participation. Resident enquired about the filing cabinet that needs to be relocated from ex-Councillor’s garage. Clerk explained that the Village Hall have kindly offered to keep it in their secure office. Once space has been made, moving it will be arranged. Another resident enquired about lease agreement with the Gamekeeper and whether the grass area at the front, car park and benches were being factored in to the rent. Terry Cook explained that discussions are well advanced but not quite completed and are integrating all the issues mentioned. Need to confirm agreement with business before commenting on individual matters. One resident enquired about how we can encourage more people to use the Green and whether the Parish Council should invite a fun fair to the village. Terry Cook explained that the Parish Council are custodians of the Green and need to make sure it is maintained and looked after and kept within use of Common Laws. Inviting groups to use it is not something for the Parish Council to do. If any groups want to organise an event, then they could come with proposals and each event would be considered on a individual basis. Would also need to factor in the opinions of all parishioners on how much the Green should be used for events. Ahead of the Annual Parish Meeting (Saturday 13 May), a suggestion was made to invite the New Lord of the Manor to attend or maybe speak.

Items for next agenda. These would include allotments, graveyard, Green lease agreements, tree survey and solar farm update.

The next Parish Council meeting will be on Thursday 6 April at 7.30pm in Old Buckenham Village Hall.

Get thinking

It’s time to give thought to the Old Buckenham Open Produce and Handicraft Show. The date is confirmed for Sunday 10 September. There will be sections for preserves, cookery, eggs, flowers, handicrafts, art, and vegetables and fruit. So if you are planning on growing roses or dahlias, or thinking about a painting or embroidery project, then keep the Show in mind. It might even be a prize winner!

A new section for 2023 is alcohol. You’ve got the summer to perfect your cider, beer, wine, and fruited spirits. Also added is a section for young adults (ages 13 to 16) with classes for designing a cartoon cover and creating a haiku.

We will be providing hot soup and a range of refreshments. The quiz will start at 7pm with the church open from 6.30pm and as ever we have lots of parking available. If you have any questions or would like to provisionally book a place for yourself or a team (as before we will be looking at teams of four but you don’t need to book as a team as we can make up teams on the night) please feel free to email us.

Old Buckenham Parish Council minutes

February 2023 minutes

These notes of the meeting were written by the editor of the village newsletter from the draft minutes and so may contain material that is changed at a later date. 

Old Buckenham Parish Council met on Thursday 2 February in Old Buckenham Village Hall. Those present were Councillors Naomi Bailey (Chair), Terry Cook, Ali McWilliam and Andy Nicholls. Apologies had been received from Doug Irons. Also attending were Rachel Noyes (Clerk), County and District Councillor Steve Askew as well as seven members of the public.

Minutes of the January meeting were approved (3 in favour, 1 abstain) with the following amendments: Rachel Noyes’ payment should be £536.30 and consequently total payments were £1768.50. Also draft Precept is £790 higher than last year.

Financial matters. Community account balance is now £32,860 including £800 from NCC for community car scheme. Payments for approval amounted to £3357.78 and included Suggitt Farm Services £600, JC Frost & Co (allotments) £450, Robin Steel (clearing allotments) £1,490 and NALC (training course) £72.

Proposal to approve payments, apart from Suggitt Farm Services, agreed (4 in favour). Proposal to approve Suggitt Farm Services invoice, once approved by Green Working Party, was also agreed (4 in favour).

Councillors’ reports. Ali McWilliam had attended NALC course for ‘Becoming an Effective Councillor’ which she found was very useful and informative. Terry Cook reported that the Village Hall CCTV extension has been approved and will be installed shortly. Will have no blind spots and give coverage around the entire building, including the approach road and entrance to the Primary School.

Naomi Bailey was contacted by Norfolk County Council about a scheme to install electric car charging points at Village Halls by a pharmaceutical company whose fleet of cars were all electric. The Village Hall would be interested in pursuing that possibility and will liaise with the Parish Council as more information is provided. The ‘No through road’ sign on approach to Sunnyside Farm is upside down and this will be reported. A pot hole at Mill Road/The Green has been identified for repair but has not been completed. Steve Askew explained that during discussions with a Highways Officer, it was acknowledged and is due for repair soon. She has picked up SAM sign equipment from Jonn Hicks. Will charge up the battery and get it moved very soon.

The Clerk said potential Sites of Development for the Local Plan have been published. Two sites listed in Old Buckenham: Hargham Road and Attleborough Road. Both these sites are outside the village boundary and are identified for a possible two houses on each site. Broken manhole cover reported Hargham Road/Bakers Lane. Flowers and a card passed to Venuka who ran the village shop for 20 years to thank her and her family for all their hard work over the years. Welcome Pack delivered to new shopkeeper. Two Community Car drivers have stepped down. There are now four drivers in the village. This service is well used to drive residents to medical appointments. If anyone is interested in joining, please get in contact. Medical forms for drivers to get have just been published by Breckland.

Defibrillators have had a general maintenance check. All in good order but will need to purchase new electrode pads later in the year. A filing cabinet of old Parish Council documents needs moving from ex-Councillor’s home. Clerk and RFO have no space to store it. The Clerk sorting through and tidying up the files and Naomi Bailey to ask Village Hall if they have space. Contacted Breckland about possibility of having a dog bin in the vicinity of the Village Hall. Breckland replied that a bin could be placed there but as it is private land, there would be a charge of £268.55 a year (£22.38 a month) to empty it. The Clerk to enquire further about any sites nearby which would not incur a charge.

Resident informed Clerk that the refuse bin lorry was driving down footpath from High School and removing wooden posts to return to the road. Reported to Breckland. The Chair to enquire about missing padlocks on posts and replace if necessary. The Clerk contacted about possibility of hosting a classic car event on the Green. Will gather full details and liaise with David Tranmer to ensure no clash of events. Through a third party, there was a request about foraging on the Green. While there is no immediate issue for an individual to forage, there may be issues if then used in food that is sold. Would also have to ensure no ecological impact.

Green Working Party wants to investigate the location of the outfall drain in Ottomer Pond, which cannot be located. Request to spend up to £500 to dig a trench and see if drain can be located. Councillors felt that as this hasn’t been a significant problem in the last few years and that it could be the start of a lot of work and money being spent as this was not presently required.

Prince Harry’s Wood update. Have contacted Breckland about whether they would be open to the possibility of only transferring the woodland and not the grass areas of St Andrew’s Close. They were not keen as it was a change to the original agreement and would cost a lot more in solicitor fees to change it. Also requested that an area of brambles,which should have been maintained to be grass, be cut back. Breckland agreed to complete the work. Tree Survey will be completed this week and will include Prince Harry’s Wood to help give a rough understanding of work that will need doing in future.

Trial car park times in Attleborough have been adopted: Queen’s Square has three hours for free (30 minute extra for disabled users) and looking at a trial of extending to four hours. Edenside and Horse Pit car parks will trial nine hours for free. Batteries can now be recycled weekly from home. Need to be placed in small clear bag (eg freezer bag) and placed on top of green/black bin each week. Do not place bag in the wheelie bin as they are to be collected separately.

Steve Askew had been informed about the correspondence about possible changes to agreement of Prince Harry’s Wood transfer. He felt Old Buckenham Parish Council had agreed to take these areas on, so was not happy to see changes to the agreement. Naomi Bailey explained that as residents had raised concerns, the Parish Council had a duty to explore all possible options. Additionally, she wants to be satisfied that everything is in a good state before signing, as per the agreement, and that Breckland have been very helpful in ensuring all maintenance work is completed.

New planning applications. There were no new or amended applications to discuss.

Planning decisions by Breckland Council (for information only). The following applications have been considered and the applications have been approved. Poplar Farm, Fen Road. Variation of Conditions No. 2 and No. 3 on 3PL/2020/1009/F: Introduction of external staircase to access balcony, as well as changes to the external materials [3PL/2022/1036/VAR]

 Poplar Farm, Fen Road. Change of use of land from agricultural to residential in order to accommodate a new site access [3PL/2022/1150/F].

The following application has been considered and has been refused. Land opposite Arenal, New Buckenham Road. Use of site for storage, cutting and timber log distribution business (certificate of lawfulness - existing use) [3PL/2022/0434/EU].

King’s Coronation. Grants available of £200 from Breckland towards flagpoles, as part of the King’s Coronation celebrations. The Parish Council had considered purchasing a flagpole previously so would be worth while taking advantage of the grant available. Councillors felt the best location was by the War Memorial as it could be a part of Memorial events as well. Terry Cook highlighted the need for an internal lanyard to ensure there is no noise during windy weather for nearby residents. The Parish Council don’t believe planning permission is required for a flagpole that flies the Union Flag, but Clerk to confirm. Andy Nicholls explained that an aluminium pole would be required to minimise future maintenance work and would need to be slightly taller than the War Memorial (estimated requirement of 8 metres). A proposal of a budget of up to £1200 towards the pole and flag purchase, delivery and installation was approved (4 in favour). The Clerk to arrange flagpole and complete grant application.

Grants are available from Breckland Council for community groups, but not Parish Councils, for up to £500 towards community celebrations. David Tranmer has started organising a village celebration for Sunday 7 May as part of the King’s Coronation celebrations. Music and food are arranged and will look at organising something for the children, eg fancy dress, face painting. Councillors felt it would be good to purchase a commemorative gift to help remember the event. Out of the options available, a commemorative teaspoon was the most popular with Councillors and residents present. A proposal to purchase 300 commemorative teaspoons for the children of the village, Almshouses residents and elderly residents was approved (4 in favour).

There is a Big Help Out planned by the Palace for Monday 8 May. Need to look at activities around the village that volunteers can help with. Rachel Noyes to contact local community groups to enquire about any other planned events in order to compile a schedule of events in the village.

Allotments. The overgrowth has been cleared but still some rubbish to be removed. Ali McWilliam to check site to see what still needs doing. Clerk to arrange for tap casing to be repaired. Landscaper who completed work will propose a maintenance plan for the work already completed.

Parish Council Election arrangements. Every four years, the Parish Council requires Councillors to be nominated and elected to the Council. Notice of Election will be published on Friday 24 March and Clerk to publicise. Councillors have until 4pm on Tuesday 4 April to hand deliver their completed nomination form to Breckland offices. Nomination forms and guidance are available from the Clerk/Breckland website. Andy Nicholls and Terry Cook explained that they are not looking to stand at next election as they are struggling to commit their time. This may leave the Parish Council without a quorum of four Councillors which would result in Breckland Council managing the Parish instead. Clerk to write article for newsletter, website and social media publicising election and the urgent need for new Councillors. Clerk to enquire about full consequences for the Parish Council not having a quorum.

CiLCA Qualification. Rachel Noyes attended free informal session to learn about the Certificate in Local Council Administration (CiLCA). This would be a Level 3 Qualification, take a year to complete and would be an investment by the Parish Council to ensure that the Clerk has strong knowledge of the various aspects of the work involved. There are various costs involved including training, the qualification, books and Clerk’s time, which would total over £1000. There are two enrolments during the year: March and September. A proposal to support the Clerk’s completion of CiLCA qualification was approved (4 in favour).

Public participation. The Attleborough Heritage Group and Archive may be able to help store any of the old PC documents, if required. During initial discussions with Breckland about Prince Harry’s Wood, the grass areas of St Andrew’s Close weren’t mentioned. They were only added to the discussion during Breckland’s meeting with Parish Council. John Frost may be able to help with the location of the Ottomer Pond drain. Pleased to see the Parish Council is supporting and collaborating with David Tranmer’s organising of the King’s Coronation celebrations.

Items for next agenda. These will include Flagpole, Coronation update, including list of jobs for volunteers during Big Help Out, allotments (Robin’s plan), Gamekeeper and Recreation Area fencing.

Time for a good read

It's the first day of February and the latest newsletter may have already dropped through your letter box. Inside you can learn about our newest parish councillor, the possibility of having an Open Gardens this year and the changes at the village shop.

If you don't use it you lose it. Krishna was going to open his shop early but nobody came along first thing on Sunday morning so his Sunday hours are now going to be 9am to 6pm.

Recycle those old batteries

From today, Monday 30 January, you can recycle used household batteries from home. The collections will be weekly so that residents just need to place their used household batteries in a freezer bag, or similar sized clear bag, on top of either their black or green bin on their usual collection day for them to be recycled. It is important that the batteries are placed on top of the bins because if they are not separated, they will risk being crushed which can cause vehicle fires and fires at the processing facility.

Batteries are made from many different materials including lithium-ion (used in laptop batteries), zinc (used in AA batteries) and nickel cadmium (used in power tool batteries) and all can be recycled into their component parts. The recovered materials can be used to manufacture new batteries and electronics. They can also be used in the steel industry and even in paint production.

The Coronation ceremony for King Charles III will be taking place on Saturday 6 May, followed by a Bank Holiday on Monday 8 May. Breckland Council have just announced that there are grants available, up to £500, for any community celebrations and so our Parish Council would like to know what you would like to do to celebrate this occasion. Time is tight, so if you have any ideas, please email the Clerk (oldbuckenhampc@live.co.uk) or come along to the next Parish Council meeting (Thursday 2 February, 7.30pm, Village Hall) where the occasion will be discussed. Radar tower in Old Buckenham

News of progress

In October the Met Office was granted planning permission for the radar tower in Old Buckenham. Earlier this month, the process to seek tenders for the build of the radar began. Once the procurement process is complete and contracts have been awarded, then the first phase of construction should begin in the late Summer/early Autumn.

As part of their tender, prospective contractors will be required to submit a construction management plan detailing how they will modify their working practices to mitigate the impact on the local community. These plans will be shared with the local communities via the parish councils, as well as the Old Buckenham newsletter to get your feedback before any work commences.

The Met Office also plan to liaise with the local community and schools to offer to provide more information on the science and engineering aspects of the project and the wider STEM aspects of climate and weather. They will keep you up to date with the plans as they develop and would welcome any feedback from you.

Once construction is complete and the radar is commissioned it will be integrated into the UK radar network, increasing the quality of rainfall and snowfall data across the East Anglia. This will lead to improved flood and severe weather warnings for people throughout Norfolk and Suffolk, with particular focus on summertime thunderstorms, as well as improved management of water resources and sewer outflows.
