Important to Old Buckenham

Ready for Friday night

There has been an encouraging response from people wanting tickets for LoreFolk on Friday night in our village hall. When you see where else this play is being performed (The Garage in Norwich, Sheringham Little Theatre and Wells Maltings for instance) you realise that the Old Buckenham Village Hall is honoured to be one of the venues for this tour. Unless there is a good sized audience, the local theatre producers won't put Old Buckenham on their list in future.

Back in Old Buckenham Village Hall

 Not to be missed

Katie-Anne Whiting is back at our Village Hall with her latest production called LoreFolk. It  is a celebration of local folklore, with a difference. She interviewed lots of local people at Norwich Book fair last year, alongside Norwich Theatre and collected their stories verbatim. She will be retelling them exactly as they were said at the time, with inventive shadow play and an original score. 

You've probably heard of Black Shuck, but who were the Hibbilybibs of Sheringham (she found out that Sheringham fisherman actually had their own language, somewhat of a backslang) and did Norfolk people ever actually have webbed toes?! ....a young lad gave her his take on the famous myth!

So come along on Friday 10 October and see and hear for yourself. It's 7pm for 7.30pm and for the usual £10 you are able to get tickets either through Ticketsource online or by contacting events.obvh@gmail.com or bookings.obvh@gmail.com.

Latest Old Buckenham Parish minutes

September Parish Council

These notes have been written by the newsletter editor from the draft minutes and so may contain information that may be changed at a later date.

The Old Buckenham Parish Council met on Thursday 4 September in Old Buckenham Village Hall. Those present were Councillors Naomi Bailey (Chair), Doug Irons (Vice Chair), Stan Burton, Lesley Evison, Steve Gowers and Pete Twissell. David Taylor was unable to attend this meeting. Those attending were Megan Elvin (Clerk) and District and County Councillor Steve Askew. Also present were seven members of the public. The minutes of the meeting held on Thursday 7 August were approved (5 in favour 1 abstained).

Public participation. An observation from a parishioner said that the majority of the parishioners have lost confidence in the Parish Council. Suggested they took three items on the agenda, completed those items and publicise them to the public to show that work is being done. Due to the issues with Jonn Hicks the council are still waiting for their books for 2023/24 to be audited. There is a big fine that is coming the council’s way that will have to be taken into consideration before making large expenses.

Financial matters. Financial matters and any financial payments are being suspended for the time being. The councillors received the bank reconciliation on the day of the meeting, not giving them time to review the information received. The financial risk assessment was not approved by the RFO which needed to be completed and the Financial Regulations policy was not amended by the councillor dealing with the new bank account. The Council therefore cannot in good practice sign off on any payments without having time to confirm the information is correct. Then an extraordinary meeting will be called to approve the financial matters/payments.

Councillors’ and District Councillor reports. Steve Askew said he had positive news regarding the 30mph limit on Fen Street. It is now looking like this can be done but funding needs to be identified and secured before this change can take place. Once this has been found it can take nine months to a year before this will take place. Reminder that any nonprofit organisation can apply for the environmental initiative grant. Friday 12 September was the closing date. Norfolk Warm Homes Grants is open for anyone who meets criteria to have help towards housing insulation.

Doug Irons was waiting for the Green Working Committee’s 3-year plan. Their next GWC meeting is on Monday 29 September and more clarification on finances is needed. Steve Gowers has been putting the statistics together for Community Speed Watch. Has asked Norfolk Community Speed Watch for another two sites on Attleborough Road and Hargham Road. More volunteers are required so will advertise via social media and the village newsletter.

Naomi Bailey said that a bush that needed to be trimmed at Almshouses was reported at the last meeting and was cut back the next day. There was no update from the airfield for a meeting regarding the air show traffic management. On Tuesday 2 September she had attended Norwich Crown Court for the sentencing of Jonn Hicks. He was sentenced for 12 months imprisonment suspended for 18 months. No costs were awarded to the Parish Council as they have had the money back. He has been subjected to an RAR order of 10 days over the next 12 months. He had pleaded guilty. She had sent a copy of the letter received to the auditors so that fine is no longer increasing but do not know how much the fine is going to be. They have proceeded with a Proceed of Crime Act; there are several dates down of several smaller hearings in regard to the money being stolen.

Megan Elvin said a mobile phone number (07468 647062) has been set up for the Clerk. The number will be turned on between 7.30am and 9.00am on Monday, Tuesday, Thursday and Friday. If she is unable to answer the phone, you can leave a voicemail and she will get back to you. Most likely it will be the next day, not the same day. You can also send a text or a WhatsApp message. The 40mph speed limit sign on New Buckenham Road before Doe Lane as you are coming into Old Buckenham is being blocked by hedgerow. Highways advised that this is the landowner’s responsibility to cut back. Now that nesting season is over, she will find out who the landowner is and get in contact with them. She had also spoken to Highways regarding the salt boxes at the village hall. These are privately owned so not on Highways list to refill them. They can be moved as long as they are not an obstruction but the council would be required to keep them filled. She will look into the cost of getting these filled by NCC. The council have received a report from NCC regarding the beech tree at the top of St Andrews Close which requires felling. Tree quotes have been received to get this done, the cheapest being from Emerald Trees who have quoted £460 for the felling of the tree and clearing the wood. A vote to use Emerald Trees was approved (6 in favour).

Planning applications (All planning applications are available for viewing on the Breckland District Council planning portal – www.breckland.gov.uk/article/2933/Search-Planning-Applications - Parish Councillors have been asked by the chairman to view the new applications in advance of the meeting)

New planning application. Caldcleugh, Cake Street. Planning reconsultation. Variation of condition 4 on PL/2024/0781/HOU - to change the start date from 6 months to 18 months to vehicular/pedestrian access/crossing (PL/2025/1145/VAR). No issues.

Planning decisions by Breckland Council. Appeal made under section 78. Erection of 1 no. self build dwelling (planning in principle) (PL/2025/0574/PIP). Appeal Reference: APP/F2605/W/25/3370598. Original decision to decline the application made on 27May 2025.

Review and agree policies. The following policies were approved: Standing Orders, Social Media Policy, Code of Conduct, Data Protection Policy, Internal Control Policy and Procedure and Internal Control Form. The meeting was unable yet to approve the Financial Regulation Policy and Financial Risk Assessment. Decisions to agree were approved (6 in favour).

Old Buckenham Heritage Group. Other villages have a heritage group and this will be something that would be good for Old Buckenham to take up. The Parish Council would not be able to run it but will look to help for volunteers. Posts to be put on social media to request volunteers and someone to head the group.

Benches on the Green. The Parish Council have received a request for those benches that are currently on The Green to be discussed and if a policy is required. The only benches on The Green that require an application form are the benches currently outside the Ox & Plough. The benches outside the shop were agreed before The Green Rights Deeds took place. Cannot override this decision and ask for payment and own insurance from the shop to be secured. The benches outside the Gamekeeper pub are not on the Green. The benches inside the play area are on Parish Council owned property and do not require any form of policy. The memorial benches have a separate agreement which is signed by the family member that wishes to have the memorial bench. The family member pays for the bench; the Parish Council maintain them. The family is also entitled to maintain the bench themselves should they wish. It costs £65 a year for the benches outside the Ox & Plough. This is to ensure that insurance is covered for the benches and that is covered by the owner of the business, not the Parish Council. The benches also take up more surface area of the Green. The money goes into the Green Working Committee funds. The iron memorial bench on the Green is stable where it is.

Allotments. Lesley Iveson has not been able to get down to the allotments to provide an update. The Clerk said that the allotment holders have asked if a skip is going to be provided before they are required to vacate the allotments by the end of October. Lesley Iveson is to get three quotes for the cost of skips.

Parking (ongoing). The car park is complete at the High School and the staff are using it. There were still a lot of cars parked down on Abbey Road but everything seemed to be flowing rather well. There were not a lot of cars parked down by the play area in the afternoon. There were not any cars parked on the Green. Will keep this ongoing? The permit system is still ongoing for the Village Hall car park.

Ottomer Pond (ongoing). Stan Burton said the weather has held up getting the work for the pond started. Will now have to wait for the end of the month. Steve Gowers has received three quotes for work to sort out the drainage of the pond on Sunnyside. Proposed to go with quote from Paul Garwood Building and Paving for total cost of £1850. This was approved (6 in favour).

Solar Farm. The Parish Council had received a charter to sign in regards to receiving the money. They were not impressed with the wording of the deed. They need to send a proposal back to the Solar Farm company with amendments that we want included to the charter. It is not able to sign the charter at this time. The current agreement places personal liability on councillors and they believe the risks should be more equitably distributed between all parties. The Parish Council are willing to continue negotiations to achieve a more balanced and mutually acceptable agreement. 

Defibrillator update. The Church have now confirmed that they will not house the defibrillator on the Church Rooms. Their reasoning is the same as it was when originally approached a few years ago. To go ahead the defibrillator is to be installed with the insulation on the Green outside the Old Butchers House, Doug Irons and the Clerk to arrange a date for this to be installed. This was approved (6 in favour).

Drainage on Hargham Road. Two quotes for the drainage were obtained, unable to get a third quote. It was approved to go with the quote for £1536 (6 in favour).

Trees and greenery obstructing road signs. Steve Gower to provide a list and evidence of the signs that are obstructed and this will be available at the next meeting.

Community Car co-ordinator. The current co-ordinator is moving out of the village and will no longer be able to take on the role. There is a need to elect a new co-ordinator and the position will need to be taken over by October 2025. The Council would like to thank Adrian Joel for his long-standing years of being the co-ordinator for this role. The main role has been maintaining the list of drivers and that they have the necessary paperwork when they sign up. The individual drivers take the calls from those that require a community car. At present only four drivers go out further afield and one driver only does local journeys. Will need to ask for a volunteer for this to be taken on, a question to be asked to the current drivers. Should they not wish to take on the role, it will put it out on social media, newsletter, etc, and will have a full job description for the co-ordinator.

Remembrance parade. A poppy wreath price list has been received from the Royal British Legion. The Parish council have purchased them in the past but Stan Burton has the ones from last year and he will get these cleaned up. Should any wreaths need replacing, approval in principal was agreed to purchase these (6 in favour), The Clerk has the form to request the road closure between Crown Road and Green Lane for the memorial service. Legally we are allowed to block the road for 15 minutes ourselves and this is what was done last year. Councillors themselves stood at the road junctions to block people from driving through the parade. Will do this option again this year and Pete Twissell will ask the Village Hall to lend use the barriers again. It was pointed out to Stan Burton by a couple of the parishioners that last year’s event was run completely by the vicar. It should not be solely run by the vicar and Stan Burton volunteered to liaise with the vicar to take on part of the service. Lesley Evison volunteered to read the names of the memorial.

Newsletter paper. More paper is required for printing the village newsletter for the next twelve months. Twenty-five five ream boxes are required of A4 90gsm paper. Three quotes were obtained and the cheapest one was from Amazon. Proposal to buy from Amazon was agreed (6 in favour).

Public participation. One resident thanked the Chairman for attending the court case regarding Jonn Hicks. He had also been trying to contact the solar farm directly for an update on the solar farm for the newsletter but they have not been forthcoming. Regarding people not knowing the information regarding the council he felt that it is available to read in the newsletter and social media. The public just have to really read it.

Next agenda. These subjects are expected to be included on the agenda for the next meeting on Thursday 2 October: OB Heritage Group, allotments, drainage on Hargham Road, trees and greenery obstructing road signs, Remembrance Parade arrangements, Green Working Committee update, Prince Harry’s Wood, Solar Farm progress, OB Air Show traffic management and 7.5t lorries on Hargham Road.

The next Parish Council meeting will be on Thursday 2 October starting at 7.30pm in Old Buckenham Village Hall.

Coming to Old Buckenham

 LoreFolk is coming here

A theatre company that interviewed people about local folklore has turned their stories into a new show. Katie-anna Whiting, 41, founder and artistic director at The Whiting's On The Wall, was commissioned by Norwich Theatre to gather the stories, from famous ones like the Black Shuck dog, to lesser known tales. She said the team had spoken to about 100 people in community events and at Norwich Book Fair which led to "hours" of recordings.

These stories, from Suffolk as well as Norfolk, have been turned into the show titled LoreFolk that will tour both counties in October. It will be coming to Old Buckenham on Friday 10 October. Tickets are £10 and can be obtained online via Ticket Source or by contacting events.obvh@gmail.com or bookings.obvh@gmail.com. The Village Hall needs to get plenty of bookings to ensure that groups like this continue to choose it as one of the locations for future tours.

Ms Whiting said it had been difficult choosing which interviews to use for the show. It featured a collection of local tales and customs as well as tales families had passed down themselves over the years. The stories will be retold during the show exactly as they were spoken, along with shadow play and an original music score.

"We had this really young lad who said he knew in the olden days of Norfolk all the people had webbed toes and an extra finger, and that they used to live under the water," she said. "We asked how do you know that? He just said 'Oh I just know'. "Then we had older people who had stories they would pass down and they also knew a lot of the customs that we are losing now, so it's really gorgeous that that generation can keep the things alive."

The region is rich with folklore stories, including the Black Shuck hound who terrorised villages in the 16th Century and Norfolk's Jack Valentine who was said to leave gifts for people on their doorstep on St Valentine's Day. At the shows, the team aims to collect more stories which Ms Whiting said could potentially form the basis of more shows in the future. "We could make 10 of these shows, you really could just keep going forever," she said. "I love listening to people as they speak naturally, I think there's something really special about that. "You can never really write something that would sound as good as it's said at the time. "It's also really important that we offer a platform for that."

Benifiting from Old Buckenham talks


Silver Wings is wonderful 

A few month's ago the Old Buckenham Social Circle had a talk on the American Airforce Memorial Library in Norwich. As a result the blog editor went into Norwich to see what they were doing as part of the Heritage Open Days that are on at the moment.

There was a wonderful display covering all aspects of the life of those over here during WWII that filled the Forum. There were lots of American vehicles outside along with singers, dancers and bands performing non-stop along with straw bales to sit on while you watched and listened. Inside you could go to a couple of lectures, one by the children of an American nurse who was here treating the ill and wounded and the other on the logistics of building and running airfields in a 'foreign country'.

If you are in Norwich during the coming week, try to get along and see what is going on.

Parish Council in Old Buckenham

Minutes of August meeting

Old Buckenham Parish Council met on Thursday 7 August. Those present were Councillors Naomi Bailey Chair), Doug Irons (Vice Chair), Stan Burton, Lesly Evison, David Taylor and Pete Twissell. Apologies for non-attendance had been received from Steve Gowers.

Also attending were Megan Elvin (Clerk) and Steve Askew (District and County councillor) together with 14 members of the public

The minutes of the July meeting were approved (4 in favour).

Declarations of interest. Stan Burton said that his band had been booked in to perform at the Ox & Plough.

Financial matters. The Community account balance presently stands at £26,373.14. Payments of £25,335.68 were approved (5 in favour). These included salaries for the clerk and RFO, money for the community car drivers and £24,000 paid in to the new parish council bank account.            

District Councillor. Steve Askew gave an update on the Fen Street assessment. He  stated “Some initial positive feedback. Officer advised who reviewed the data feels there is a case to reduce the current speed limit to 30mph. This is being put to the safety manager for further assessment” He encouraged villagers to engage where we can on both Norfolk County Council and Breckland websites concerning devolution. The new structure being proposed would mean the merging of Norfolk and Suffolk with a mayor at the helm. The electric vehicle infrastructure team is trying to expand their network further to install electric car charging points and would like to engage more with local communities. Highways want a full assessment done on the drainage assessment on B1077 (Puddledock). It will probably be next year for this to happen.

Lesley Evison is still gathering information to update the Welcome Pack. David Taylor said that the Jira account has been suspended due to lack of use. Should we wish to continue we would need to add new tasks on there.

Pete Twissell said that the Village Hall Facebook page has been shut down due to an accusation of fraud. He asked if the Village Hall could use the Facebook page of the Parish Council but was advised that the Parish Council would need to discuss this further to make a decision. He also asked when are the Precept applications due in. They go out in September and October and applications will be needed back before the end of October.

Doug Irons has started looking at policies. The Financial Risk assessment needs to be completed as well as the Quarterly audit. Formal apologies were given to David Tranmer as the Council delayed completing his application form for his Car Show in August.

Naomi Bailey asked that any correspondence with the Councillors and other members of public or businesses to copy her in as well as the Clerk. She had been in contact with Rupert Rawcliffe, Lord of the Manor, as his son has created a website for the Lord of the Manor which has been added to the Council website. A small amount of topsoil has beenplaced near the bus shelter on Abbey Road to try and build the bank up to prevent parking on the Green. At the Saturday Surgery at the beginning of August three residents came along. Questions were asked on what has been done in the village and she replied that lots of little projects have happened such as the Green Working Committee, Speed Watch and drainage work. Another point raised was what is being done to recruit new council members. Have suggested that the next Saturday Surgery in September will be a recruitment morning as well. Would be good to have some new recruits. Also asked if there is a local historian in the village. There is not currently anyone who could be a village archivist and suggested forming an Old Buckenham Heritage Group. Asked for this to be put in the village newsletter.

The Clerk had received a report from a member of the public that there was potentially Japanese Knotweed growing at the allotment. This is an invasive species and is illegal if it spreads onto someone else’s property. She had been and inspected the plant. It is not Japanese Knotweed, but European Spindletree which is not an invasive species and will not cause any lawsuits should it spread.

Correspondence had also been received from a member of public, re the planning application for the “Stables” on Hargham Road. Highways have come back with their report and have advised that a footpath and visibility splays will be required. The only way for this to be achieved is if the oak trees which have a protection order on them are removed. The correspondent felt this will change the look of Hargham Road and that the trees should not be removed as they are protected. Wanted his views to be given to the Council and other members of the public. The Council  have yet to receive an updated planning application for this; once we have received it, they will be able to discuss in detail and make a decision.

The Local Government Services Pay Agreement of 2025 has been finalised. They have been backdated to April this year and employers are encouraged to implement the pay award as swiftly as possible. The pay award for Band 18 which is the grade of our clerk has increased to £16.35 per hour (currently on £15.21 per hour). Proposal to support this pay increase was approved (6 in favour).

Steve Gowers has had a letter from Norfolk Police telling us that the Community Speed Watch set up is to be brought in line with that of Suffolk. This means that the signs warning people that "Speed Watch" is about will be changed. Instead of being 100 metres from the Speed Watch site it will now be 25 to 50 metres. It will be standardised and new positions will be sent to Norfolk Police. It is important that this change is in the minutes as it could generate a few complaints.

New planning applications. Wash Farm, New Buckenham Road, NR17 1PW. Demolition of redundant adjoined outbuildings to enable proposed 2 storey extension to existing dwelling farmhouse. Highways safety improvements with new road access (existing access blocked) and necessary visibility splays (remove existing hedgerow) and set in new mixed native hedge. Rebuild to new alignment, relocate and re-roof existing associated barns/outbuildings to improve appearance of the site as a whole (PL/2025/1022/HOU). No issues. A proposal to support was approved (6 in favour).

Semere,Church Lane, NR17 1RP. Various tree work including felling holly and plum trees, trimming other trees and planting new plum trees (PL/2025/1043/TCA). No issues. A proposal to support was approved. (6 in favour).

Land off Abbey Road, NR17 1PZ. Upgrade existing access (historic/informal farm access), suitable for future use by 44-tonne timber lorries. Access shape will be altered to ensure vehicle swept paths are correct, radius of bellmouth to be kerbed and access surface to be asphalt (PL/2025/1053/FMIN). A member of public voiced their concern regarding this saying that the lorries should not be using Abbey Road due to the schools as it would be unsafe for the children and residents. Road is narrow in places along Abbey Road and need to think of the Health and Safety of the public. The road floods often. It was recommended that the parish council does not support it. Should it go ahead the village do not want the lorries to go through the village. Proposal not to support was agreed (5 in favour 1 abstained).

Green Working Committee update. Sally Honour, the GWC chair, reported on their last meeting on Thursday 10 July. They reviewed the position on the Green, talked about a tree survey and going out to tender on tree surgeons. A volunteer day had been organised on Wednesday 16 July to clear saplings in the small woods.

Plan was discussed about the cutting of the Green. The wildlife habitat means there needs to be a balance to let the wildflowers to grow. This influences when the Green is going to be cut. Wish to maintain the two parts of the Green in the same way in 2026 as this year. Will be going out to tender for a three-year agreement and predict the costs will be£6,000-£7,000 per annum. Request to the council is whether they allowed to go out to tender for the 3-year plan to contractors. The Parish Council agreed to this.

The 2025 budget was set at £2000 and were aware of an overdue wayleave payment of £2479 so total budget £4,479. £1235 went out for emergency tree work and thought that these payments were out of the parish budget not that of the GWC. Could the Parish Council please investigate this. For the July cut the contractor hired additional equipment which improved efficiency and provided a better cut. However this came at a significant cost to the contractor and he has approached the GWC for an increase on this year’s estimate of £750. Propose that this is accepted to allow the October cut to go ahead. This will be an extra £300 from the Parish to pay towards this. A proposal to approve this payment was approved (4 in favour and 2 abstained as they are part of the GWC)

Stan Burton said the bench by the Village sign was welded to H girders which have been concreted into the ground. There were three options – cut the H girder which would leave metal posts in the ground, go in and break up the concrete or sand back the rust as it is not too bad. Pete Twissell to go out and clear the concrete pad and bench will be sanded back.

Solar Farm update and benefit deed signing. Waiting for advice to come in regarding the signing of the deed. Need to make sure everything is as clear as possible.

Parking update (ongoing). Correspondence from Paul Beale from the High School. The Staff car park is well on the way. Very grateful for being offered the use of the Green for the open evening – does not think he will need to use it.

Ottomer Pond (ongoing). Stan Burton has made a start. He has dug out some of the area where the sump is due to go. Will be built on a 2ft square paving slab and this will be secure and do the job.

Christmas Tree location. Dave Tranmer at Ox & Plough has agreed to have the Christmas tree on the Green and supply the electricity. Proposed Sunday 7 December for the light switch on. Dave Tranmer to be asked what his plan is for the farmers’ market if he is hoping to use the Green for it.

Playground and parking signs update. An annual inspection of the playground needs to be organised. A risk assessment and safety check on the playground has been made by Steve Gowers. Mainly surface area of the playground that needs maintenance and he will get quotes for this to be carried out.

Salt box by the Village Hall. There are two salt boxes in the car parks and they have not been used as a salt box, only as an occasional bin. The Village hall is proposing that these are removed as they belong to the parish. Naomi Baily proposed that one is placed at St Andrew Close to replace the broken one and the other at Marchfield way as the road is brick weave and this gets very icy and dangerous. The Clerk to look into informing NCC of the changes. A proposal to agree the repositioning of the bins was approved (6 in favour).

Footpath along the Green. Steve Gowers has liaised with a resident who goes across the Green with a mobility scooter and almost falls off it due to the unevenness. An email has been sent to Highways to get this resurfaced.

Defibrillator location update. Not had any success in volunteers coming forward to have the defibrillator on their property. The defibrillator cabinet that we currently have requires electricity to maintain a consistent temperature for the defibrillator to prolong the battery life. You can buy pre insulated cabinets which do not require electricity. The defibrillator would need to be checked more regularly and the batteries may need to be replaced sooner. Cost of these range around £450. We can insulate our current cabinet ourselves and get the same result. £25 cost for insulation. This would negate the need for an electrician to install the Defibrillator, also reducing the costs to the council. A proposal to insulating the cabinet itself was approved (6 in favour). The Parish Council are currently waiting for another response back from the Church Rooms and Steve Gowers is dealing with this. In the meantime it is proposed to install the defibrillator outside the old butcher’s house should there be answer from the Church rooms. To be installed by the end of September.

Drainage outside Hargham Road Cottages. Still waiting for quotes.

Trees and greenery obstructing road signs. On Hargham Road and Fen Street there are bushes growing over from someone’s garden that obstructs the view and forces cars to pull out into the road to see. Naomi Bailey to try and get this cut back while liaising with the Clerk.

Old Buckenham Airshow traffic. Stan Burton watched both Airshow days at the Village Hall. It took 25 minutes to get to the village hall from the other side of the green. There was a no right turn sign at the end of the village hall road forcing residents to drive through the Airshow traffic. This is unfair. Also there was dangerous parking on the Green during the Airshow, up to the junctions and blocking views. The Chair and the Clerk to discuss with Matt Wilkins at Old Buckenham Airfield to discuss better management of their traffic and also provide more cones blocking the bends and junctions around the Green. Potentially ask if the schools could provide additional parking for the Airshow.

Pay as you go sim card for Clerk. Megan Elvin does not wish to give out personal number as does not work the same set number of hours every day. Naomi Bailey suggested a point of contact phone. Doug Irons suggested a point of contact Sim to use in the Clerk’s phone. This number can then be used to contact and leave a voicemail where the Clerk would be ableget back to you. A proposal to get a PAYG sim was approved (6 in favour). The Clerk to liaise with David Taylor regarding best one to get and potential of a landline number that will ring to a mobile number – this can be easily transferred when the Clerk is on holiday.

Clerk probationary period sign off. The probation period was 6 months and had a mini PDA to set targets going forward. Megan Elvin has passed her probation period.

Lloyds banking update. All able to get into the accounts. Query over the approvals for payments. Someone starts the online payment then two approvers will get correspondence to approve this. Donna Oakley and Megan Elvin have been set up as approvers. Bank details will be required from the Community Car drivers.

Public participation. There is an issue with the website and unable to print off the agenda. Doug Irons to look into this.

Few years ago before the present councillors were in place, the public was allowed to request items on the agenda. Megan Elvin advised that as long as the request is in two weeks before the meeting the item can be added if deemed a relevant discussion point.

Can the Public Participation be earlier in the meeting to allow members to leave sooner if they wish? This is being discussed.

Items for next agenda. These are expected to include: Formation of Old Buckenham Heritage Group, Old Buckenham Airshow traffic management, policy for benches on the Green, Allotments, Parking, Ottomer pond, Christmas tree event, Solar Farm, Defibrillator update, Drainage on Hargham Road and Footpath along Green update.

The next Parish Council meeting will be on Thursday 4 September in Old Buckenham Village Hall starting at 7.30pm.

Old Buckenham's bug hotels

Building bug hotels

On a hot July day a group of 14 pupils from Old Buckenham Primary School and five adults came to the wood on the Green to build a bug house. The children decided to build a bug town consisting of seven separate houses built by pairs of children. Only natural could be used such as twigs and other wood, pine cones, loo and kitchen roll liners were used and tied up with natural twine.

A selection of wood was delivered by local farmer Stan Burton using his low loader to put it down in the right place and then building of bug houses could begin. Thank you to all those involved. The bugs will be grateful for their new homes this autumn.

Progress at Old Buckenham Almshouses

All going well

The Robert Cocks Almshouses Charity Trustees are letting us know how the current work on the property is going.





















The Almshouse roof project is coming along nicely and they are making great progress. The original Welsh slate tiles will be reused, after being carefully removed, checked and cleaned; it is amazing to think that they have never been removed before and will go back on to the roof structure for another 150 years (fingers crossed).

All of the chimneys are in good condition and are about to be re-pointed and have some new pots installed. Currently, there is just one pot on each stack but traditionally there would have been two. So, they have made the decision to 'fill the gap', ensuring the building is restored to its original design. The roof structure and boarding are also in good condition and doesn't need any substantial repair, which is a massive relief to the charity. Using this opportunity, they have decided to add even more insulation to the existing roof space and try to further improve the energy efficient of this old Grade II listed Victorian building.

Their contractor, Aspect Group Services, and Project Manager are both telling us the project is on track and, weather permitting, they hope to be finished on time in September.

 Parish Council minutes for July

These notes have been written by the newsletter editor from the draft minutes and so may contain information that is changed at a later date.

Old Buckenham Parish Council met on Thursday 3 July and those present were Councillors Naomi Bailey (Chair), Doug Irons (Vice Chair), Stan Burton, Lesley Evison, Steve Gowers, David Taylor and Pete Twissell. Also attending were Megan Elvin (Clerk) and five members of the public, The minutes of the meeting held on Thursday 5 June were approved (5 in favour).

Complaints. Naomi Bailey commented on the social media posts that have been circulating. None of the Councillors are paid – it is work done on a volunteer basis. A post that has been circulated makes out that the Councillors are being paid by using the statement “Out of Office Hours”. It is part of the Councillors role to deal with complaints and if you have a complaint please come to the Council about it. They are happy to help.

Financial matters. Please can all payments be in to the RFO by the Wednesday before the meeting at the latest. Any payments handed in after this date will need to wait for thenext month’s meeting.

The Community account balance now stands at £27,430.99. Payments of £957.85 were agreed (5 in favour) and these included those to the Clerk and RFO, the community car drivers and Stuart Barker.

Councillors’ reports. County and Breckland concillor Steve Askew apologised for not being able to attend. He told the council of the Norfolk Community Fund which backs community led projects that bring quality of life to the county. A potential area for this is the village Play Area that could do with updating and the Clerk will investigate.

He chair had spoken to Stuart Barker. The footpath beside the High School has had a bit of clearing, however not a lot can be done until October. If it is left, all the hedging and brambles will grow back. The Council will pay for Stuart Barker to do the work. This was approved (5 in favour).

Pete Twissell reported on his meeting with the: Village Hall committee. It is now up to 12 members on the committee after the appeal for more volunteers. A request had been made for a basket ball hoop to be set up for the village. The car park was suggested but this is not practical. The Recreation area is a suggestion but there are stipulations to that area so he is to liaise with the windmill committee.

Steve Gowers said a new speed sign had been installed at the war memorial. Also that there were playground inspections in the next week.

The Clerk had been informed of a broken drain and silt on road in Cake Street. This has been reported to Highways and she has been advised that someone will be out to inspect this.

New planning applications.1 and 2 Abbey Road. Convert two adjoining semi detached dwellings into a single residential unit (Class C£) – certificate of lawfulness – proposed use (PL/2025/0853/CL0PUD)The Council had no issues with this.

The Stables, Hargham Road, NR17 1SS. Proposed erection of 8No self build dwellings. Planning Reconsultation -  PL/2025/0529/FMIN. The Parish Council’sopinion still stands from original application. Not the best location for any form of houses. That area of the village cannot cope with any additional houses when it comes to water works. Agreed to decline (6 in favour).

Amended applications. Proposal: Discharge of condition 3 on pp PL/2024/1120/RMIN. Site: The Homestead, Old Buckenham.

Proposal: Discharge of conditions 4, 7B, 8, 9 10 on pp 3PL/2021/1564/O. Site: The Homestead, Old Buckenham.

Proposal: Non material amendments to PL/2025/0167/FMIN – revising the proposed windows and doors from PPC Aluminium (Grey) to PVCu (Anthracite), revising the proposed rainwater goods from metal to PVCu (Black). Site: 3 Mill Cottages, Mill Road, Old Buckenham.

Green Working Committee. The committee met on Thursday 10 July. They have started building the bug hotels with the schools. The first one is by the bus shelter and another will be on built later in July. The old rusty bench by the village sign will be taken down the next time it rains.

The committee have been asked by the property owner of the Ox & Plough to remove the defibrillator from the side of her property. This has been done and now need a new home for the defibrillator. The Church rooms are unavailable – the church do not wish to have the defibrillator on their building. There is not an appropriate amount of wall at the post office. The front is all glass and there is no room for the instillation of the defibrillator. The Gamekeeper was another suggestion – this is a listed building and we would require planning permission to be able to install the defibrillator. The phone box is yet another option but would no longer be able to use it as a notice board. The Community Heartbeat Trust can help with the adoption of the Kiosk. It will be a cost of £1 to BT and then BT will pay for the electricity for the first seven years.

The defibrillator at Fen Street is solar powered. ME to check if this one is also solar powered. Suggestion of putting it on a pole near the play area if it is solar powered – planning required? Suggestion of putting a plea in the village magazine and on social media for volunteered location. The clerk to organise this.

Parking update. Been in touch with both schools and advised that The Gamekeeper is available for school pickup between 2.30pm and 330pm, not all day. High school has confirmed this has been shared to the parents. Primary school yet to confirm that it is has been shared. Standards of parent’s driving has gone down. This is causing a hazard. Schools should talk to the parents regarding driving safety. The verge of the Green has been cut in the hope that it will encourage safer driving but it hasn’t. The driveway at the back of Chapel Green is not an option for parking.

Paul from High school has asked for parking at the Village Hall to be allowed when they have an open evening on Wednesday 17 September. Naomi Bailey suggested, weather permitting, letting them use the Green where TWT is held. This would be an overspill car park only and a ‘Use of Green’ application form required for this to cover health and safety. A proposal in principle if application is used was approved (6 in favour).

Staff from Chapel Green School have been identified as using the Village Hall car park as an all day car park. This has been brought up with Chapel Green. Only one has stopped. If this carries on, then the access to the Village Hall school parking would become difficult to the rest of the parents.

Ottomer Pond (ongoing). Napmi Bailey has received correspondence from Mr Jenny and is trying to get an on-site meeting with him. There is a no dig policy on the driveway. Steve Gowers had received quotes and will pass these onto Mr Jenny. Stan Burton said the priority was where the chamber has been dug out needs to be made secure as it is the Green side of the wall. The problem is the ditch that the pipe goes onto and we should not be responsible for this as it is the land owners responsibility. Qualified builder needs to come in and brick it up as it needs to be road loadbearing. The outlet will be done for about £30 as most of the materials are already acquired. Steve Gowers had managed to get £150 back from Diamond Rod for not doing the work they said they would. Waiting for the third quote to get the entire job done which may take 6 to 8 weeks. Last meeting the council agreed that Stan Burton would do the pond side so only the chamber will need to done by a qualified builder. Steve Gowers to go back to the quotes and ask for only the chamber side to be quoted.

Christmas tree location. Stan Burton suggested that the council put out to the village where they would like the Christmas tree. Steve Gowers questioned why tree can’t put it back in front of the Ox and Plough like it had been done seven years before. The reason it was not in front of the Ox and Plough last year was due to misinformation from Jonn Hicks. Others have had complaints about it being here before as lights were not kept on 24/7 when this was originally stipulated. Suggestion of alternating the location each year between the Ox and Plough and Harrow & Ferne.

The Clerk to contact Dave at Ox and Plough with agreement that the lights were left on 24/7. Council will donate the cost of the electricity and Doug Irons has a meter that will measure the exact amount of electricity cost. The Council would like a full event for the tree switch-on to be planned. It is a good community event that we can celebrate. Next year the tree will go back to Harrow & Ferne.

Solar Farm update. Still waiting for a response from the Solar Company. Does not look like any work has officially started (note from editor that it has now). The Clerk to chase and check that the solar farm traffic will not be coming through Old Buckenham.

Lloyds Banking update. David Taylor said council now all have access to the online banking and Lesley Evison will have available time to sort out her access The RFO and the Chair to write a cheque of £100 to the new bank account.

Footpaths and mobility scooters. At the AGM a member of public commentedon the footpath that runs along Attleborough Road from St Andrews Close. The pathway is unsafe for mobility scooters and prams. Steve Gowers to contact Highways and liaise with the Clerk regarding this and to find the areas that need resurfacing or if it is the full pathway. One option is to use the Parish Partnership Scheme to refurbish and put in a dropped curb.

Drainage outside Hargham Road cottages. Large pothole outside Rose Cottage and water does not drain here so when it floods the water goes into the houses. This is part of the Green so Council should deal with it. Steve Gowers to get quotes on this to try and fix it.

Use of Green Application forms. TWT: Amendment to the TWT agreement to include the Ice Queen. This has now all been signed.  Also an updated Gas Certificate received for Flying Chef.

Goal Post on the Green. Application form will need to be renewed for next year. Anyone can use it. The liability is down to the goal owner for maintenance and loss/damage. Although the area is mostly dirt under the trees, wildflowers were ripped up when the goal was first placed down. Some Councillors had reservations regarding keeping the goal on the Green permanently as it can affect the work of the Green Working Committee. A proposal was approved (5 in favour 1 abstained).

Classic Car Show application form. A proposal was approved (4 in favour 2 abstained due to interest in attending).

VJ Day celebration event. VJ day anniversary is on Friday 15 August. The Old Buckenham Great VJ Bake off and Old School Sports Day is a family event to be held at the Old Buckenham Village Hall on Saturday 16 August. Judges could include someone from WI, Windmill Trust and Village Hall. Megan Elvin and Doug Irons to organise and advertise. Minimum of 10 contestants required for the event to go ahead for the Bake-Off. £5 entry for the Bake-Off competition and £1 entry for each sports day race. Any proceeds more than the cost of hiring Village Hall will go to Attleborough Royal British Legion. 

Public participation. One parishioner said the weight limit is only from the bridge from level crossing to A11 so a lorry can come through Old Buckenham. The Parish Council will look at the reporting of vehicles coming along Hargham Road.

The next Saturday Surgery clashes with the Old Buckenham Airshow so meeting will be moved to Saturday 2 August at 10am to noon in Memorial Room at the Village Hall.

Items for next agenda. These should include Green Working Committee, Charity update, Banking update, Parking update (ongoing), Ottomer Pond (ongoing), Playground, Footpaths, Defibrillator location, Christmas Tree location, Solar Farm update and co-option of new Councillor.

Murder story in Old Buckenham

Crime at the Women's Institute










Old Buckenham WI enjoyed a talk by Frank Hume late in June about his family connections in a murder by Dr Crippen which took place in 1910. Dr Crippin was charged with murdering his wife, found guilty and hanged.  It was a very interesting story and Frank left us thinking whether his relation Dr Crippin was actually guilty of a crime!

Parish Council minutes for June

These notes on the Parish Council meeting are produced by the blog editor from the draft minutes and may contain information that is changed at a later date.

Old Buckenham Parish Council met on Thursday 5 June at Old Buckenham Village Hall. Those present were councillors Naomi Bailey (Chair), Doug Irons (Vice Chair), Stan Burton, Lesley Evison, Steve Gowers, David Taylor and Pete Twissell.

Also attending were Megan Elvin (Clerk) and Donna Oakley (RFO) as well as six members of the public. The minutes of the meeting held on Thursday 1 May were approved (6 in favour).

Financial matters. Community account balance was now £30,523.50. Payments of £3,092.51 were approved and which included payment to solicitors, for digger hire, subscription to NALC, council insurance as well as the community car drivers.          

AGAR forms are to be signed. There were no issues with the accounts but will not be signed off until Jonn Hicks has been sentenced. He was due to be sentenced next week but this has not happened. This delay will increase the fine for late delay.

Councillor’s reports. Naomi Bailey said that a social media post circulating is badly worded. Complaints are not disturbing the parish council and it is the council’s job to respond to the complaints.

Steve Gowers gave news on the Almshouses. The work on the roof will commence in June and take eight weeks. There may be some inconvenience on the local roads but residents have been made aware of this. With the Community Speed Watch he is trying to find out what we can do and has written to police commissioning office. Unable to get a speed sign with a face on it as Norfolk ban them. Doing one hour a week on Cake Street and an average 20 cars are reported for speeding. They are trying to get things done but not getting as far as they would like.

Lesley Evison has looked at the jubilee trees. Two looked like they are dying but there are some new shoots halfway down. Others are looking fit and healthy. The Green Working Committee should be having someone go round to look at trees and will ask them to look at the jubilee trees as well.

The Clerk said phone calls had been had with the owner of the goal post currently on the Green and they will be completing a use of Green application form. She had ordered and received the new adult pads for the Village Hall defibrillator and the child pads for Village Hall and defibrillator at the Ox and Plough. The recent defibrillator training mentioned starter kits that we should have so she has ordered three of these for all the defibrillators.

The new post box is up at the Village Hall. If this is to be used for both the Village Hall and the Parish Council, then the old one will need to be taken down or a new sign put on the new one as it could be confusing for the post man with two post boxes. An email has been sent to the solar company regarding the lump sum funding however yet to hear back from them.

Planning applications. (All planning applications are available for viewing on the Breckland District Council planning portal – www.breckland.gov.uk/article/2933/Search-Planning-Applications - Parish Councillors have been asked by the chairman to view the new applications in advance of the meeting)

New planning application. Hill Farm, Leys Lane. Proposed two storey & single storey side extension, erection of porch and bay window (PL/2025/0725/HOU). There were no issues and council voted (5 in favour) to support this application.

Green Working Committee update. The wayleave money has gone over to the Parish Council for the Green Working Committee. Having a bench on the middle of the Green will deeply affect the cutting so this has been declined. There are enough benches around the Green to not warrant one in the middle.

When they took on Prince Harry’s Wood it was mutually agreed an extra £500. Then there was an issue with Prince Harry’s Woods and an extra bit of land but this has now been sorted. Would like to put forward to have the extra £500. Doug Irons asked if the committee had put up the three-year plan for all of the outgoings. At this point they have not been able to estimate due to the current state of the Green putting costs up for this year, they cannot say exactly how much it would cost. Another reason for not receiving the £500 is due to the issues with old Clerk the Council decided to keep the fund the same for this year. At the moment, cannot do anything with Prince Harry’s Wood without more funding.

Two more trees on the Green need to come down, two ash trees that have ash die back and are too large to cut without professional help. Opportunity to sell the felled wood at a discounted price to get money back into GWC.

Bench survey – one by the village sign that needs to be removed. It is rusted and the wood rotten. It is also right by the edge of the road. Stan Burton suggested that it’s taken down and if someone wants to put a bench there it can be put further back and turned round to face the other way to look onto the Green, rather than onto the road.

Lloyds Bank update. Paperwork that was filled in months ago now, did eventually make it. Asked for everyone to have internet access and some of the card readers have already come through.

Allotment update. Lesley Evison had been down to the allotments and had a brief look. Sent out apologies to the allotment holders for the lack of communication. Would like to ask for an extension until the end of October as one allotment holder has pumpkins on her plot for school children. Advised that this should not be a problem. May also need to hire an extra skip for the clearance.

One allotment holder asked several questions. Before the decision was made to close the allotments, did anyone speak to the landlord about the potential closure? She had spoken to farm owner who was disappointed that we are leaving. Had he have been approached by the council they may have been in agreement to help with security and gates. Got the impression that the farm owner was never approached to find alternative solutions. Feels sad that over the years the Parish Council has not invested in the allotments. Has also had yet another break-in this last week. Was offended at the wording of the letter regarding the clearing of the plots otherwise they may be charged by the parish.

The Chair said they did try to maintain the allotment and tried to get people interested and a large amount of money was put down on this occasion. But those that did take on allotments did not remain due to lack of maintenance. At the moment it is costing us more to keep the allotments and not even breaking even. It was never a money-making scheme. Can’t be spending more money on it and not getting the amount back.

Clarification of insurance. Parish Council have gone for a 3-year contract with the insurance company. The cost for the first year has come down to £884.31 from £914. The increase for next year should not be too extreme by going for the 3-year contract. Questioned the hirer’s liability as this was not included on the insurance. The Hirer’s liability is only for hiring buildings/property. It does not cover land. So, we wouldn’t need this ourselves.

We just must make sure the hirers of the Green have their own insurance – they carry out risk assessments before and after and return the land back to the way it was before they used it. For example, any holes created in the Green need to be refilled to avoid a trip hazard, etc. We already make sure those that use the Green have their own insurance and do own risk assessments, so we are therefore covered.The Clerk to check insurance on playground if Steve Gowers does any maintenance himself. Will he be covered?

Update on charities. Naomi Bailey has been in touch with the Charities Commission and is in the process of updating the trustees. Will then liaise with Donna Oakley regarding getting the returns done.

Update on playground and parking. Megan Elvin and Steve Gowers had a meeting with Luke from NCC Highways at the beginning of May. It will cost the council several thousands of pounds to have the speed limit changed. We would have to go through a survey to see if a speed change would be warranted and it’s based on how many accidents have occurred on that road. We are allowed to put “No Parking” signs on the fence of the playground as this is our property. We are unable to put any other signs anywhere else on the road advising of a playground because it does not meet the criteria for visibility. Luke suggested white “H” Lines going across the entry way of the playground to stop cars parking directly in front of the gate, this will allow a larger view gap at the entrance. We have missed the deadline for issuing this as part of the bulk lining for the current bulk order of road lines so Luke will add it onto the next bulk order that they give the contractors later this year.

Chicanes will be a very expensive option to go into. Suggested we start with the lines and the no parking signs on the fence and then if the problem is still ongoing the council can look into the costs of chicanes. Cost of parking signs is £70 each. These will need to be bolted to the fence. A proposal to buy signs was approved (7 in favour). Also will need to start looking at updating the playground equipment.

Churchyard update. Still no further forward with this. Had suggested a meeting with the three charities to know who owns what bit of land but this was cancelled due to lack of attendees. The meeting will just be to know about what areas of land is owned by which charity. Naomi Bailey and Steve Gowers to arrange sending out an email asking who thinks which piece of land is which.

Ottomer Pond. Couple of quotes for putting in a silt trap at Ottomer Pond end of drainage pipe came as £950 and £1116.68. Stan Burton said costing to build ourselves would be £142.59 for materials, scaffolding to go round the pipe and gravel can be free. He asked why we can’t just build it ourselves. The chamber at the other end will have to be built professionally as this will bear the weight of vehicles. Doug Irons agreed that we should go through the ‘do it yourself’ plan and this was approved (5 in favour).

Breckland Council will be chased about the chamber and the piping as they were the ones to make the error in the first place. Stephen Halls from legal flood authority involved. The Parish Council do not have the money to foot the bill. As it is not our drain or land that it is on and should also let the estate agents aware that are trying to sell the property that the chamber is on.

Amended TWT lease agreement. Had documentation from the Ice Queen to allow her the use of trading on the Green for TWT. To be agreed in principle until updated liability insurance for the Ice Queen has been renewed and received. This was agreed (7 in favour).

School parking. A suggestion was given by a member of the public that when Chapel Green was built there was access from Chapel Green to the primary school field. Stipulation was originally stated that this should not be used as an access. There will be more issues with parking soon when Chapel Green have new students starting and they have run out of parking themselves. High school will be tarmacking some of their land in the summer to hopefully alleviate parking on Abbey Road as it is mainly staff parking there.

The posts on Reggie’s way is only stopping cars parking on the Green. They can still park on the track but access cannot be obstructed. The Village Hall car park is often full and there are still cars trying to park in there without a permit. Some parents are rude when being asked not to park in certain places. The Gamekeeper has offered their car park up for parents. This information was given to the schools so they should be passing this information onto the parents. The pub owner is only offering up his car park for the school drop off times.

Pressure washer. The chair of Green Working Committee has asked if we might consider buying a pressure washer to clean the village signs. The Parish Council did not believe this is a necessity as one can be borrowed.

Public participation. A parishioner asked if there was going to be some other publicity for the AGM the following Saturday. Notification to be added onto the Facebook groups

Items for next agenda. These are expected to include parking update, ongoing work on Ottomer Pond, positioning of Christmas tree and further updates on Solar Farm, Green Working Committee, Lloyds banking and the co-option of a new councillor.
