Extra meeting of Old Buckenham Parish Council

Extra-ordinary meeting

Old Buckenham Parish Council held an extra-ordinary meeting on Friday 19 September at 6.30pm in Old Buckenham Village Hall. Those present were Councillors Naomi Bailey (Chair), Doug Irons (Vice Chair), Lesley Evison, Steve Gowers and David Taylor. Apologies for non-attendance had been received from Stan Burton and Pete Twissell. Also attending were Megan Elvin (Clerk) and three members of the public.

Approving policies. The Financial Regulations Policy and the Financial Risk Assessment were approved (5 in favour).

Financial matters. The Community account balance now stands at £25,040.46. Payments for approval were a total of £3,708.73 which included Clerk’s salary, hire of Village Hall and £238.05 to the community car drivers. A proposal to make these payments was approved (5 in favour). 

Amended planning application. The Stables, Hargham Road, NR17 1SS . Proposed erection of 8No self build dwellings (PL/2025/0529/FMIN). Site plan updated to include visibility displays as requested from Highways. Comments raised included there was still an issue with wildlife (bats and barn owls) that have not been addressed. Light pollution is also an issue. There is no plan for a footpath to be built, which would be required, but this could reduce the already narrow road. For the visibility splays, the veteran trees to the west of the build would need to be removed. These are protected trees and should not be removed. Opinion on this planning application has not changed. It is not an appropriate site for new houses. Propose to object was approved (5 in favour).

'No parking' signs for children’s Play Area. Three quotes had been obtained and Parish Council voted to go with option 1 for £118.72 (5 in favour).

The next Parish Council meeting would be on Thursday 2 October at Old Buckenham Village Hall starting at 7.30pm.
